Environment Minister Rao Narbir Singh issues strict orders in Gurugram to curb pollution, manage C&D waste, and enforce the single-use plastic ban.
In a high-level review meeting held at the PWD Rest House, Haryana’s Environment Minister Rao Narbir Singh issued a series of stringent instructions to curb rising environmental concerns in the state. The meeting focused on the effective implementation of environmental norms, specifically targeting air and water quality, waste management, and the ban on single-use plastics.
Comprehensive Review of Environmental Standards
During the session, Rao Narbir Singh examined a wide-range of agenda items including solid waste management, Construction and Demolition (C&D) waste, and the operational status of Common Effluent Treatment Plants (CETPs). The Minister emphasized that ensuring a clean environment is a top priority for the government and any negligence by officials or private entities will not be tolerated.

Key Directives Issued by Rao Narbir Singh:
Construction Dust Control: The Minister ordered immediate action against construction sites larger than 500 square yards that are not registered on the official Dust Portal. He directed officials to prioritize issuing fines (challans) to unregistered sites and maintain strict surveillance on registered ones to ensure they follow dust mitigation protocols.
Water Pollution & Yamuna Action Plan: Under the Yamuna Action Plan, Rao Narbir Singh instructed the identification of all sources of untreated water discharge. He mandated strict legal action against those responsible for polluting water bodies with untreated effluents.
Single-Use Plastic Ban: On the issue of plastic pollution, Rao Narbir Singh provided balanced guidance. He directed the department to target large-scale stockists and distributors rather than putting unnecessary pressure on small shopkeepers and petty vendors.
Focus on Modern Infrastructure and Green Belts
The review also touched upon the development of green belts and the expansion of the air quality monitoring network. Rao Narbir Singh highlighted that the state is working toward a model where industrial and sewage-polluted water is 100% treated before it reaches the Yamuna river.
“Pollution control must not remain confined to paper; its impact should be visible on the ground for the common citizen,” stated Rao Narbir Singh while addressing senior officials from the Haryana State Pollution Control Board (HSPCB) and the Municipal Corporation.
The Minister concluded the meeting by setting a 15-day deadline for construction sites to ensure proper covering and barricading, failing which heavy penalties will be imposed to maintain Gurugram’s environmental integrity.
