Sampoornata Abhiyan : CM Mohan Yadav has said that under the leadership of Prime Minister Shri Narendra Modi, the country has gained pace of development.
Identifying backward districts and blocks as aspirational units and making coordinated efforts for their progress has been an effective step in this direction. The ‘Sampoornata Abhiyan’ felicitation ceremony held today is an example of positive transformation in health, education, agriculture, infrastructure and good governance at the district and block levels. The changes in the lives and living conditions of the people of these districts and blocks reflect the success of the campaign.
The ‘Sampoornata Abhiyan’ has led to notable improvements in maternal health check-ups, nutritional support for pregnant women, child immunisation, distribution of soil health cards, provision of electricity in schools, and timely supply of textbooks. Chief Minister Dr. Yadav was addressing the State-level ‘Sampoornata Abhiyan’ Felicitation Ceremony held at Kushabhau Thakre International Convention Center on Wednesday. He felicitated officers of aspirational districts and blocks along with their teams for outstanding performance in the campaign.
Release of Coffee Table Book by State Policy Commission
The Chief Minister lit the ceremonial lamp to inaugurate the program. He also released a Coffee Table Book developed by the State Policy Commission on development activities and welfare programs being implemented in Madhya Pradesh.
The program was attended by Minister for MSMEs Shri Chaitanya Kumar Kashyap, Minister for Sports & Youth Welfare and Cooperation Shri Vishwas Sarang, Minister of State (Independent Charge) for Backward Classes and Minorities Welfare Smt. Krishna Gaur. Chief Secretary Shri Anurag Jain, Additional Secretary NITI Aayog Shri Rohit Kumar and Member Prof. Ramesh Chandra were also present.
Government Committed to Delivering Benefits of All Schemes to Every Eligible Beneficiary
Chief Minister Dr. Yadav said that the State Government is committed to ensuring that every eligible beneficiary receives the benefits of all schemes. Targets are being set across all sectors, including education, agriculture, industries, employment and energy. The State now has 30 medical colleges, 10 of which have been established in the past fifteen months. A river-linking project has been initiated to expand the irrigation area, which has increased by 7.5 lakh hectares in the past year and a quarter. Along with agriculture, fish farming is also being promoted.
Agriculture fairs have been organised for farmers, while a Global Investors Summit and regional industry conclaves have been held to increase investment and industrial growth. CM Dr. Yadav said that Collectors and other officials who perform better will be honoured, while negligence in work will not be tolerated by the State Government under any circumstances.
‘Sampoornata Abhiyan’ has Given New Direction to Governance: CS Shri Jain
Chief Secretary Shri Anurag Jain said that the ‘Sampoornata Abhiyan’ has provided a new direction to governance and administration. Data-based evaluation, scoring systems, clarity of priorities and transparency have improved administrative efficiency and the quality of public services. It has also encouraged healthy competition among districts.
NITI Aayog Member Prof. Ramesh Chandra appreciated Madhya Pradesh’s dedicated efforts to achieve targeted indicators despite challenges. He praised the improvements made in health and nutrition and said that the progress in the Soil Health Card program will not only enhance agricultural productivity but also improve the quality of produce. Highlighting the concept of aspirational agricultural districts, he termed it an important step towards agricultural development.
NITI Aayog Additional Secretary Shri Rohit Kumar said that the active participation of local administration and communities in the ‘Sampoornata Abhiyan’ has yielded positive results. He added that the achievements made by Madhya Pradesh in this field are an example for other states.

Aspirational Districts Launched in 2018, Blocks in 2023
It is noteworthy that the ‘Sampoornata Abhiyan’ ensures complete saturation in indicators such as timely registration and nutrition of pregnant women, child immunization, distribution of soil health cards, screening for diabetes and hypertension, electricity availability in schools, timely distribution of textbooks, and financial support to self-help groups.
The Government of India launched the Aspirational Districts Program in 2018 to accelerate development in relatively backward districts in health, nutrition, education, agriculture, financial inclusion and infrastructure. Based on its successful results, the Aspirational Blocks Program was launched in 2023. The aim of these initiatives is to deliver basic developmental facilities to the last mile and reduce regional disparities.
