AAP MP Sanjay Singh moves a Rule 267 notice in Rajya Sabha seeking discussion on mandatory E20 petrol and consumer rights concerns.
Aam Aadmi Party (AAP) Rajya Sabha MP Sanjay Singh has submitted a notice under Rule 267 seeking an urgent discussion in Parliament over the mandatory availability and implementation of E20 petrol.
In his notice, Singh raised concerns about consumer rights, vehicle compatibility, fuel efficiency and the wider economic impact of the government’s ethanol-blending policy. He called for the House to suspend its scheduled business and take up the issue for discussion during the Monsoon Session.
Sanjay Singh Questions E20 Petrol Policy
Singh criticised the Centre’s decision to bring forward its target of achieving 20 per cent ethanol blending in petrol from 2030 to 2025. He argued that the policy has resulted in E20 petrol becoming the default fuel at many petrol pumps, leaving consumers with limited alternatives.
According to Singh, millions of vehicle owners may be using fuel that their vehicles were not originally designed or certified to run on. He questioned whether consumers are being provided sufficient information and choice before purchasing E20 petrol.
AAP MP Raises Fuel Efficiency Concerns
The AAP leader also referred to comments attributed to Union Road Transport and Highways Minister Nitin Gadkari regarding the impact of E20 fuel on vehicle mileage.
Singh said that a reported reduction in fuel efficiency could increase fuel consumption for motorists travelling the same distance. He further claimed that vehicle owners have raised concerns about lower mileage, engine performance, maintenance expenses and long-term durability.
These concerns, Singh argued, require greater examination by Parliament, particularly from the perspective of consumer protection.

Raipur Consumer Case Cited in Notice
The AAP MP also referred to a consumer dispute case in Raipur in his submission. He claimed that the District Consumer Disputes Redressal Commission had directed replacement of a vehicle and awarded compensation after linking engine damage to E20 fuel.
Singh used the case to argue that consumers facing potential vehicle damage should have adequate legal and institutional safeguards.
He also raised concerns over a reported description of E20 as an “experiment” during proceedings before the Supreme Court, arguing that consumers should not be left to bear the consequences of a policy without adequate protection.
Sanjay Singh Seeks Debate on Consumer Rights
Singh said the E20 issue extends beyond fuel policy and involves questions surrounding consumer rights, transparency, public accountability, energy policy and economic justice.
He also referred to a previous representation by AAP national convenor Arvind Kejriwal, who, according to Singh, had sought a meeting with the Prime Minister over concerns linked to mandatory E20 petrol. Kejriwal had also called for petrol stations to provide both regular petrol and E20 fuel so consumers could make informed choices.
AAP Raises Concerns for Transport and Daily Commuters
Singh argued that the issue could affect a wide section of society, including middle-class families, taxi operators, auto-rickshaw drivers, transporters, delivery workers and daily commuters.
He also questioned the broader economic implications of ethanol production and claimed that Indian farmers would not benefit from the policy. These claims form part of Singh’s objections to the government’s E20 implementation and would require independent verification.
Seeking an immediate discussion, the AAP MP requested that the business of the Rajya Sabha be suspended under Rule 267 so that members could debate the concerns surrounding E20 petrol and its impact on consumers.
