Haryana Cabinet met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini, has approved the Mukhya Mantri Gramin Awas Yojana-Extension (MMGAY-E). This ambitious scheme is an extension of the original Mukhya Mantri Gramin Awas Yojana and aims to provide one lakh developed residential plots of 50 square yards in Mahagram Panchayats and 100 square yards in regular panchayats to economically weaker sections (EWS) of society, particularly landless households in rural areas.
The Department of Housing For All (DHFA) will verify the applicant’s eligibility and the plot will be allotted on a payment of onetime cost of Rs. 1,000 only.
After the allotment of plot, possession in form of an ‘Adhikar Patra’ will be issued. Physical possession of the developed plot within 2 years of issuance of the allotment letter i.e. ‘Adhikar Patra’. The beneficiary will be provided compensation in case the physical possession is not given within 2 years.
Under this scheme, the Government will provide land cost to the Gram Panchayats the actual collector rate of agriculture land.
The scheme is designed to support families with an annual income of up to Rs. 1.80 lakhs, as verified through the Parivar Pehchan Patra (PPP). In addition to providing residential plots, MMGAY-E will ensure basic internal infrastructure, including water, sanitation, roads and electricity through the convergence of various Central and State schemes. Under this scheme an amount of Rs. 12,000 will be paid for the construction of toilets under the Sawach Bharat Mission. Besides this, the beneficiary of MMGAY-E will get 90 person days unskilled labour under MGNREGA, through convergence.
To further support the beneficiaries, the Haryana Government has waived the registration (Conveyance Deed) fee and charges for water connections. Additionally, the scheme offers financial assistance of up to Rs. 6,00,000 in the form of low-interest loans from nationalized banks, housing finance companies, and microfinance institutions to help beneficiaries complete the construction of their dwelling units.
The estimated project cost for MMGAY-E over the period 2024-2027 is Rs. 2,950.86 crores. The Haryana Government is committed to ensuring that every rural household has access to safe and secure housing, contributing to the economic stability and social status of the most vulnerable sections of society.
