Today, Mr. Justice Sheel Nagu, the Chief Justice of the Punjab and Haryana High Court, launched three significant legal texts titled “A Treatise and Commentary on the Bharatiya Nyaya Sanhita,” “A Treatise and Commentary on the Bharatiya Nagarik Suraksha Sanhita,” and “A Treatise and Commentary on the Bharatiya Sakshya Adhiniyam.” These seminal works were authored by Dr. K.K. Khandelwal, IAS (Retd.).
The ceremony, chaired by Hon’ble Justice Mr. Ajay Kumar Mittal, former Chief Justice of Madhya Pradesh, marked a significant moment in transformative legal discussions, highlighting a move away from colonial-era laws towards a framework that aligns with modern Indian values and realities. The texts, co-authored by Mr. Ravindra Khandelwal, Advocate Mr. Kamaljeet Dahiya, Ms. Anu Singh, and Mr. Varun Chugh, explore the intricacies of new criminal laws aimed at improving the efficiency, fairness, and responsiveness of the legal system.
In his speech, Mr. Justice Sheel Nagu highlighted the significant importance of these new codes as a step towards a justice system that reflects the principles of justice, equality, and the rule of law—values that align with the aspirations of a modern, democratic India. He pointed out that the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam are not just legislative updates but a complete reformation of the legal system to address contemporary challenges like cybercrime, mob lynching, and terrorism.
Hon’ble Justice Mr. Ajay Kumar Mittal praised the timely and relevant legal reforms, emphasizing the crucial role these texts play in educating and guiding legal professionals through the complexities of the new laws. His speech celebrated the transformation these laws represent, which focus on safeguarding individual rights while adapting to technological advancements.
The event, expertly led by Sh. Jasdev Singh Brar, Acting President, with proceedings managed by Sh. Swarn Singh Tiwana, Honorary Secretary of the High Court Bar Association, saw the participation of a large group of distinguished members from the Bar Association.
Mr. Khandelwal, a retired IAS officer from the Haryana Cadre (1985 Batch) and the current Chief National Commissioner of The Bharat Scouts and Guides, has previously written over three dozen books covering a broad range of topics, including law, management, and culture. His extensive body of work significantly enhances the understanding and application of law in various fields.
