The Haryana Right to Service Commission has ordered the Ganaur (Sonipat) office of Uttar Haryana Bijli Vitran Nigam to recover a fine of Rs. 5,000 from the meter reader agency. This fine was imposed due to the failure to provide the notified service to the consumer within the stipulated time and for causing delays in the work.
Sharing more details in this regard, the spokesperson said that the complainant, Narayan Singh, had lodged a complaint related to bill reading with the Ganaur (Sonipat) office of Uttar Haryana Bijli Vitran Nigam. He said that an incorrect bill was generated based on a wrong meter reading by the bill reader. Upon investigation, it was found that his bills had not been issued based on actual readings for the past six months. Despite several complaints, no action was taken by the officers, and his first and second appeals were closed by the SDO and XEN based on a satisfaction letter given by another person.
Since the Commission was not satisfied with the above response, a hearing was scheduled before the Commission’s Chief Commissioner, Sh. T.C. Gupta, for further investigation. The Commission deemed the actions taken by the CA, SDO, and XEN to be inadequate. While the CA closed the complaint and the FGRA resolved the appeal without reading the appellant’s comments, this indicated a violation of the Commission’s Act, necessitating a personal hearing of the matter.
The Commission advised the CA, SDO, and XEN to avoid such mistakes in the future and ordered the officers of UHBVN to deduct Rs. 5,000 from the bill amount payable to the meter reader agency and deposit it as compensation in the appellant’s account. If this is not possible, the amount should be deducted from the salary of the Commercial Assistant (CA) and deposited in the bank account of the complainant, Narayan Singh, as compensation for the inconvenience faced by the consumer.
