UP CM Yogi Adityanath today reviewed the functioning of the Urban Development Department in a high-level meeting at his official residence.
UP CM Yogi instructed officials to roll out the Smart-Developed Municipality Plan for district headquarters municipalities, aimed at transforming them into modern, self-reliant, and citizen-centric urban bodies.
Under this initiative, facilities such as glory paths, pink toilets, urban service centers, smart classrooms and anganwadis, theme-based parks, heritage conservation, revival of water bodies, EV charging stations, green crematoriums, and digital services will be developed. To boost the local economy, festival halls, community centers, and ODOP-based infrastructure will also be established.
The CM suggested implementing the plan through a hub-and-spoke model, linking district municipalities with Integrated Command & Control Centers in Lucknow and Gorakhpur for enhanced security, monitoring, and grievance redressal.
He stressed that project selection should be based on local needs, with funding allocated according to each body’s physical and financial progress. Provisions are being made to grant ₹4–10 crore to municipalities based on population and efficiency.
Yogi Adityanath added that upgrading district municipalities will not only strengthen infrastructure but also ensure transparent and high-quality services to citizens.
The meeting also considered operating 200 electric buses in Lucknow and Kanpur under a net-cost contract model and direct procurement of 650 buses for other cities. The CM directed the creation of EV charging infrastructure at the earliest.
He further ordered a campaign to resolve discrepancies in pending municipal taxes, asking for public objections to be invited and settlement camps to be organized. Every municipal body must also have its own building, he added.
On financial powers, the CM emphasized the need to expand approval limits for urban local bodies, noting that they had not been revised in nearly 20 years. He directed an immediate expansion of the financial sanctioning limits of municipal commissioners, mayors, executive committees, and boards, in line with the 74th Constitutional Amendment.
Additionally, Yogi Adityanath announced the establishment of a Shaheed Chandrashekhar Azad International Shooting Range and multipurpose sports complex in Lucknow, to be developed on a PPP model. These projects, he said, will help local sports talent gain international recognition while creating new employment opportunities.
