Uttarakhand CM Pushkar Singh Dhami chaired a cabinet meeting approving 12 key proposals, including a sub-committee for UPNL workers’ pay and DA, enhanced disaster relief funds, and the launch of the Devbhoomi Family ID project.
Chief Minister Pushkar Singh Dhami chaired the Uttarakhand Cabinet meeting on Wednesday, during which 12 major proposals were approved. The most significant decision taken was to form a sub-committee to determine minimum pay scale and Dearness Allowance (DA) for UPNL (Uttarakhand Purva Sainik Kalyan Nigam Limited) employees.
The committee will be authorized by the Chief Minister Dhami himself and will submit its recommendations within two months of formation. This move is seen as a major step towards addressing the long-standing demands of UPNL workers who have been protesting for fair pay and benefits.
Sub-Committee for UPNL Employees
The Dhami cabinet approved the creation of a sub-committee to evaluate and implement the minimum pay scale and DA benefits for UPNL employees. Additionally, changes have been approved in the objectives of UPNL, including provisions related to overseas employment and Article of Association modifications.
Disaster Relief Fund Enhanced
The Dhami cabinet also approved an increase in compensation for disaster-affected families in Uttarkashi and other regions affected by the August 5, 2025 natural disaster.

Families of deceased victims will now receive ₹5 lakh from the SDRF fund (earlier ₹4 lakh).

Compensation for completely damaged pucca houses has been increased to ₹5 lakh for both hilly and plain regions.

For partially damaged or kutcha houses, an additional ₹1 lakh will be provided from the Chief Minister’s Relief Fund.

Other Key Cabinet Decisions

Financial Directorate Amendment: The structure of the Fiscal Planning and Resource Directorate was revised. Approval was granted to appoint an additional driver through outsourcing.

Formation of IT Wing: The Prison Administration and Reform Department received approval to establish a dedicated Information Technology Wing with two computer programmers and two computer assistants.

Employee Regularization: Approval was given for the Regularization Amendment Rules 2025 for daily wage, contractual, part-time, and ad-hoc employees.

Horticulture Mission: The State Government will contribute 40% of the central grant assistance under the Centrally Sponsored Horticulture Mission Scheme.

Devbhoomi Family ID Project: The government approved the launch of the Devbhoomi Parivar Yojana under which every family in Uttarakhand will be issued a unique family ID, enabling better tracking of welfare benefits.

PMU Formation: The cabinet approved the formation of a Project Management Unit (PMU) to oversee public health policies under local bodies.
