OpenAI’s landmark partnership with the United Arab Emirates has set the stage for a new era of artificial intelligence collaboration, marked by bold infrastructure goals and nationwide AI integration. While the deal includes broad access to ChatGPT across sectors like education and healthcare, there is still no official confirmation that the premium ChatGPT Plus subscription will be made free for UAE residents—despite growing speculation.

The agreement, which includes the development of Stargate UAE—a one-gigawatt AI computing center forming the first phase of a planned five-gigawatt data complex in Abu Dhabi—marks a key step in OpenAI’s new “OpenAI for Countries” initiative. The project is being carried out in collaboration with American tech firms and Emirati partners, including G42, and is part of a broader $20 billion investment plan aimed at scaling global AI infrastructure.
The announcement followed a high-profile diplomatic visit by former U.S. President Donald Trump to the Gulf nation, where he and UAE President Mohamed bin Zayed Al Nahyan unveiled the AI-focused development as part of a series of deals reportedly worth over $200 billion.
ChatGPT Launches Nationwide in UAE — ChatGPT Plus Still Paid
While OpenAI’s official statement emphasized nationwide access to ChatGPT in the UAE, suggesting AI integration across key sectors like education, healthcare, energy, and public services, it stopped short of confirming whether the ChatGPT Plus subscription—powered by GPT-4—will be provided free of cost to citizens.
At present, UAE residents continue to have access to the free version of ChatGPT (GPT-3.5). The ChatGPT Plus tier, which offers access to GPT-4 and priority performance, remains priced at $20 per month, consistent with global pricing.
Some media outlets had initially reported that the service might become freely available across the country, but neither OpenAI nor UAE government officials have formally endorsed this claim.
