UP CM Yogi Adityanath has said that fair and transparent recruitment process is a very important part of the roadmap prepared by the state government for the overall development of the state in the last 7 and a half years. In the absence of the selection of qualified and capable youth, it is not possible to implement the schemes of the government on the ground because the selection of ineligible candidates paralyzes the working system.
To avoid this situation, the state government had decided in 2017 itself that all the recruitment boards of the state should complete the recruitment process through a fair and transparent process following the rules of reservation, so that the merit and potential of the youth can be used for the development of the state and to change the fate of 25 crore people of the state. With the strength of the people of the state, the state can be presented as the growth engine of India’s economy. Today the state seems to be progressing rapidly in every field. The state is getting the benefit of better use of talent.
Earlier, the economy of the state was at number six and seven. Today the economy of the state is at number two.
The Chief Minister was speaking at the distribution of appointment letters to 1,526 newly appointed Gram Panchayat Officers, 360 Village Development Officers (Social Welfare) and 64 Observers (Social Welfare) under Mission Rozgar at Lok Bhawan here today. On the occasion, he distributed appointment letters to the selected candidates. The candidates expressed their gratitude to the Chief Minister for the fair and transparent recruitment process.
Congratulating the newly selected candidates and their parents, the Chief Minister said that the appointment letter is a gift for the upcoming Diwali festival for the newly selected candidates. This program of distribution of appointment letters is being organized in Lucknow as well as in other districts of the state. This program is a campaign to take forward the vision of Prime Minister Shri Narendra Modi ji’s Mission Rozgar and to provide employment to the youth as per their aspirations and hopes and as per their ability and potential.
Expressing happiness, the Chief Minister said that in the last 7 and a half years, about 7 lakh youth have been given government appointments so far. Due to the improved security environment in the state, the possibilities of employment for lakhs of youth in the private sector have also been furthered. Earlier, investors were reluctant to invest in the state.
Huge investments are now being made here. Investment proposals worth lakhs of crores of rupees have been floated on the ground. At present, investments worth lakhs of crores of rupees are under consideration by the state government. This process will be completed soon. This investment is not just investment, but also employment and growth.
The Chief Minister said that the youth of the state used to wander in different areas of the country and the world for jobs and employment. There was an identity crisis in front of the youth. Today the youth are getting employment in their own state, district and region. The youth are contributing to the strengthening of the country’s economy by staying in the state. The youth are taking good care of their families and providing their services along with household chores. Trade and courses under vocational and technical education have been conducted to provide qualified and skilled manpower for the government and private sector. Efforts are being made to improve coordination. As a result of this, Uttar Pradesh is now being known as a leading economy of the country. There is an atmosphere of development here. Many employment opportunities have been created through investment. Before 2017, young people were excluded from the selection process due to corruption and discrimination, despite being qualified and capable.
Calling upon the newly elected candidates, the Chief Minister said that Gram Panchayat is the most basic unit to realize the vision of Gram Swaraj of the Father of the Nation Mahatma Gandhi. All of you have to contribute to further strengthening this basic unit. He said that the Prime Minister has given the goal to the countrymen to realize the vision of Atmanirbhar Bharat that when India will be celebrating the centenary of its independence in the year 2047, India should be self-reliant and developed. The foundation that you will lay today is going to be the foundation of a self-reliant and developed India. Gram Panchayats will play an important role in this regard. For this, the Panchayati Raj Department has already completed many works.
The Chief Minister said that through the 73rd Constitutional Amendment, Gram Panchayats have been empowered to work on 29 subjects. These works are progressing at a fast pace.
Secretariats at the state level, offices of district magistrates at the district level and development buildings have now become village secretariats in more than 57,000 gram panchayats of the state. They have been provided with optical fiber or internet connection or WiFi facility. Computer Operator has also been appointed as Gram Panchayat Assistant. Now you have to prove yourself there. The problems of the villagers should be solved. Providing facilities like income, residence and caste certificates etc.
The Gram Panchayat has to be prepared to provide facilities. The action plan of the Gram Panchayat has to be prepared by sitting with the Gram Pradhan and other people associated with the Gram Panchayat.
The Chief Minister said that the Gram Panchayats should move towards the goal of self-reliance by developing sources of income instead of depending only on the funds of the Centre and the State.
There is a hidden possibility of becoming self-reliant in every Gram Panchayat. On the surplus land of Gram Panchayat or the present market can be developed as Gramin Haat. Our effort should be that the drainage or sewer of the village should not fall into any pond, river or drain, but it should be disposed of in the indigenous and traditional way. This will ensure clean drinking water in the village. If the village ponds are not connected to the Devasthanam, they can be used for fisheries or other uses. Through this, additional income can be earned for the Gram Panchayat.
The Chief Minister said that the Panchayati Raj Department has been directed to prepare a proposal that the Gram Panchayats which receive financial assistance from the Centre or the State and most of the funds are spent on salary allowances. In the first phase, the amount of money they will earn from their financial sources in those gram panchayats will be provided by the state government for development work. Other sources of income can also be developed for the Gram Panchayat. For example, a community center can be built to carry out the public works of the village. Through this, there will be a building near the village and people will also get the facility through user charge.
As per the vision of the Prime Minister’s Smart City Mission, 17 smart cities are being built in the state. There should be competition to make gram panchayats smart as well.
For this, better arrangements for cleanliness in gram panchayats, proper arrangements for garbage disposal, public participation in works should be arranged. The water in the village should be clean. Earlier, garbage was disposed of in a pit in the village. Along with removing dirt, manure was also prepared. Now again there is a need to make compost pits. Fertilizer pits, gauchar, destitute cow shelters should be built on the reserved land of the panchayat.
CCTV cameras and street lights should be installed at important places in Gram Panchayats. This will provide an environment of safety as well as light. Lights should be turned on and off at regular intervals. This work should be done with the help of sensors or staff. Public address systems can also be installed in villages for broadcasting good programmes or bhajans. The public toilets in the village should be cleaned regularly. The community system should be developed by increasing the participation of the public. If all these works are done, the villages themselves will become smart. When there is a competition at the central or state level, the gram panchayats of the state should be seen in a leading role, so that our gram panchayats can also get good awards.
Our Gram Panchayats should be such that we can present them as role models before others.
The Chief Minister said that the benefits of government schemes should reach the poor and the needy. If you cooperate in the work of land patta to the needy, housing and toilet facilities, ration card, Ayushman card, etc., then the trust of the people will be with you. The blessings of the poor are very beneficial for any person. This life is to become successful and to get the blessings of people. If a person is getting success by his works, then it is a boon for him. It’s a happy moment for him. The government will provide you all kinds of protection, but accountability to the general public has to be shown on the ground.
The Chief Minister said that fair price shops or quota shops in gram panchayats are being built as model shops near village secretariats. Through these, along with government ration, other essential items can be made available to the people. Additional income will be generated by depositing the rent received from these shops in the Gram Panchayat.
All these actions need to be taken. Every penny should be accounted for. The government’s money should go to the government’s account so that this money can be used for development. This will make your village look bright.
Your village will be in front of everyone as a self-reliant, developed and ideal village. Better efforts in this direction will give you a new identity.
The Chief Minister said that in today’s programme, village development officers and supervisors associated with the Social Welfare Department are also receiving appointment letters. The Social Welfare Department is discharging a huge responsibility. The department is providing scholarships to 21 lakh students. In the Gram Panchayats, many welfare schemes related to the Scheduled Castes and the Scheduled Tribes, including the marriage of the daughters of the Scheduled Castes, the program of mass marriage, the scheme of pension, etc. are progressing with strength.
The Chief Minister expressed confidence that the process of publication of advertisement and distribution of appointment letters has been completed with as much fairness and transparency as possible.
If your entire life moves ahead with this transparency and fairness, then the state will definitely become the number one economy of the country. In the year 2047, India will be in front of all of us as a developed and self-reliant India. We all need to come together for this.
