The 18th Bihar Legislative Assembly session commenced on Monday (December 1, 2025), with newly elected members taking the oath of office. The session comes shortly after the results of the assembly elections, in which the ruling NDA secured a decisive victory by winning 202 out of 243 seats. The oath-taking ceremony was presided over by Pro Tem Speaker Narendra Narayan Yadav, who informed the House that members could take the oath in Hindi, English, Urdu, Sanskrit, or Maithili. The oath-taking process began with the Cabinet ministers.
Ministers Take the Oath
Deputy Chief Minister Samrat Choudhary, elected from the Tarapur constituency, was the first to take the oath, followed by his fellow Deputy CM Vijay Kumar Sinha, who retained his seat from Lakhisarai for a fourth consecutive term. After taking the oath, the ministers greeted the Pro Tem Speaker and Chief Minister Nitish Kumar, who is a member of the Legislative Council. The next to take the oath was senior BJP leader Prem Kumar, who is widely regarded as the main contender for the Speaker’s position.
Speaker Election Scheduled
The election for the Speaker of the Assembly is scheduled to take place on Tuesday (December 2, 2025). Following Prem Kumar, it was the turn of RJD’s Tejashwi Yadav, who is expected to continue as the Leader of the Opposition.
Oath Taken in Different Languages
Several Members of the Legislative Assembly (MLAs), including Minister Anand Shankar Prasad, took the oath in Maithili, while others, mainly from the Seemanchal region, chose Urdu. Some members also opted for Sanskrit. Notably, two members, Vishnu Deo Paswan from Darauli and Rahul Kumar Singh from Dumraon, took their oath in English.
Correcting Oath Options
A few members inadvertently swore “in the name of God” or “in the name of Truth,” but Pro Tem Speaker Narendra Narayan Yadav, a veteran MLA, corrected them, reminding them that they could only choose one option.
Session Proceedings and Upcoming Events
Before the oath-taking ceremony began, the Pro Tem Speaker informed the House that several formalities were to be completed during the session, which is why no questions would be taken up on the first day. Khyati Singh, the Secretary in charge of the Vidhan Sabha, mentioned that several members were absent, and they would be sworn in on Tuesday after the election of the Speaker.
Governor’s Address and Other Key Proceedings
This five-day session will feature the address by Governor Arif Mohammad Khan to members of both Houses on Wednesday. Additionally, the second supplementary budget will be presented during the session. On Thursday, there will be a debate on the motion of thanks for the Governor’s address. The session will conclude on Friday with discussions and passage of the appropriation bill following a debate on the second supplementary budget.
Session Begins After NDA’s Resounding Victory
The session marks the beginning of the new legislative term following the NDA’s landslide victory in the assembly elections, where they bagged 202 out of 243 seats. The triumphant mood within the ruling camp was evident when the Chief Minister and his cabinet colleagues posed for photos upon arriving at the Vidhan Sabha premises, where they were greeted with bouquets of flowers.
