CM Yogi Adityanath held a high-level review meeting of the Stamps and Registration Department at his official residence. He asked the officers to keep in mind the progress of development, urbanisation and infrastructure in the area while fixing the circle rate so that the benefit of this could be passed on to the general public. He also directed that there should be uniformity in circle rates in areas with similar conditions.
The Chief Minister stressed on making verification of land and documents mandatory before registry, thereby reducing land disputes. He asked to make the registry process simple and technically efficient so that time and resources can be saved.
He suggested that the exemption of 1% stamp duty on registry up to ₹10 lakh currently being given to women be increased to ₹1 crore, thereby promoting economic participation and empowerment of women.
The meeting was informed that in 2016-17, the revenue from stamp duty was ₹11,000 crore, which has increased to more than ₹30,000 crore in 2024-25. This time 11.67% more revenue has been received. So far, the revision of circle rates has been done in 45 districts, the process is underway in the remaining 30 districts. The Chief Minister directed to conduct the process in a fair and transparent manner.
He directed to strengthen the infrastructure of the registry offices, provide adequate staff and keep the CCTV cameras operational. Also, a maximum stamp duty and registration fee of ₹5,000 on sharing of family property is suggested, which will help in reducing family disputes.
The officials informed the Chief Minister that now various services are being offered online through stamp generation, e-filing of agricultural mortgage, marriage registration, e-payment and Digilocker. On this, the Chief Minister directed that all the services related to the public should be made completely digital so that people do not have to make rounds of the office.
