Bhagwant Mann accused the central government of resorting to “cheap tactics” to mislead the public and urged the central government to desist from these “petty tactics” that fool the public.
“We will not sit quiet until the order is withdrawn.”
The Chief Minister Bhagwant Mann stated categorically that the people of Punjab are well aware of the “dubious character” of the Centre. “Punjabis will not be deterred from their struggle by letters that merely play on words on this issue,” he said. CM Mann warned that he would not rest until the order regarding Punjab University (PU) was completely withdrawn.
Punjab government will fight the legal battle
The Chief Minister Bhagwant Mann said the state government would explore all legal options to challenge the Centre’s decision to “illegally” dissolve the Senate and Syndicate of Panjab University, Chandigarh, engaging eminent lawyers for this purpose.
1. “Attack on democracy”: He described the move as a “direct attack” on the democratic and autonomous structure of the university.
2. “Protecting Punjab’s rights”: Bhagwant Mann said that it is not just a legal battle, but it is the “constitutional responsibility” of the state government to protect Punjab’s rights on Punjab University.
3. Will not allow the share to be diluted: He clarified that the Punjab government will not allow its share, rights or participation in the functioning of the PU to be diluted in any way.

CM Bhagwant Mann recalled the history of the university and said:
1. 1947 Act: After the partition of the country in 1947, PU was established under the Punjab University Act, 1947 to compensate for the loss of its main university in Lahore.
2. 1966 Act: Even after the reorganisation of the state in 1966, the Punjab Reorganisation Act 1966 maintained its status and the university continued to function in the territories of Punjab as before.
3. Heritage: He said, “Since then, Panjab University, Chandigarh has been a part of the emotional, cultural and literary heritage of the state.”
“The Centre’s irrational decision has caused widespread anger.”
The CM said that this “irrational decision” of the central government has not only disappointed the stakeholders but is also against the principles of good governance and law.
He stated that the decision has caused widespread resentment among teachers, professionals, technical members, and graduates of the university. He reiterated that the state government will not tolerate any change in the university’s status and will vehemently oppose any such move.
