Delhi Education Minister Ashish Sood has announced the implementation of the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, along with its corresponding Rules, 2025, aimed at promoting transparency and accountability in private school fee structures.
Starting Friday, the Education Department will begin enforcing all procedures outlined under the Act and Rules, including scrutiny of schools’ fee proposals, approvals, reporting, and ongoing monitoring.
Minister Ashish Sood criticized previous administrations, stating that the issue of arbitrary fee hikes had been neglected for 27 years. He emphasized that the current government swiftly introduced this historic reform, setting a new benchmark for governance and administrative efficiency in Delhi.

“Education is a right, not a business,” Ashish Sood said, reiterating the government’s commitment to ensuring that every child in Delhi receives quality education with fairness, transparency, and honesty. He stressed that the Act would protect parents’ interests and strengthen public confidence in the education system.
The Act empowers parents and establishes a clear framework for fee transparency. Schools are now required to disclose their fee structures, financial statements, expenditures, and fund utilization publicly. Parental participation in fee fixation and revisions is mandatory, ensuring accountability at every level.
The new rules also include a robust grievance-redressal mechanism. Complaints regarding unauthorized or sudden fee hikes will be addressed immediately, and any fee increase will require prior government approval. Minister Sood highlighted that these reforms aim to end arbitrary fee practices, build parental trust, and enhance the efficiency of school monitoring.
This landmark legislation positions Delhi as a model for education reforms across India, demonstrating the government’s commitment to fair, transparent, and reliable governance in the education sector.
