UP Assembly passes Gharauini Law, allowing villagers to get bank loans on rural residential land. New rules simplify ownership records, surveys, and property updates.
In a major policy boost for rural residents, the UP Assembly on Tuesday passed the Uttar Pradesh Gramin Abadi Bill, 2025, commonly known as the Gharauini Law. Once the official notification is issued, residents of villages across the state will be able to secure bank loans for building houses on village land, thanks to legally recognized ownership records.
Village Land Records to Become Simpler, Transparent and Legally Strong
The new legislation aims to simplify complex procedures related to rural residential land—such as purchase, sale, mutation, and ownership verification. Under the new rules, the Gharauini Law document will serve as the primary and official ownership record for village residential plots.
The law also makes it easier to update or correct details in these records, including inheritance changes, sale-related modifications, address updates, and mobile number corrections. This step is expected to help rural families maintain accurate and transparent land documentation.
Drone-Based Swamitva Survey Gets Legal Recognition
The Uttar Pradesh government has integrated the Centre’s Swamitva Yojana, which uses drone technology to map rural residential areas, into the new law. Tourism and Culture Minister Jaiveer Singh stated that the legislation will ensure proper preservation, regular updating, and legally compliant management of Gharauini records.
He added that the Swamitva Yojana aims to provide villagers with precise ownership papers of their residential properties. With accurate records, rural residents can easily apply for bank loans, financial schemes, and other economic benefits related to their land and homes.
The initiative will also help in creating GIS-based maps, determining property tax, and improving planning and development processes for gram panchayats.
Over 1.10 Lakh Villages Included Under the Law
According to the minister, an MoU between the Centre and UP government has allowed coverage of 1,10,344 villages under this law. Excluding uninhabited villages, drone surveys have already been completed in 90,573 villages.
Till 9 May 2025, over 1.06 crore Gharauini documents have been prepared, and more than 1.01 crore have already been distributed to rural households.
Clear Rules for Corrections and Name Changes
Earlier, villagers faced challenges in making corrections or updating ownership details due to unclear rules. The new bill resolves these issues by establishing clear procedures for changes caused by inheritance, succession, sale, or any other reason.

DM to Act as Record Officer
The bill designates the District Magistrate (DM) of each district as the official Records Officer.
A Gharauini document will include:
Owner’s name and address
Land details
Plot size
Site map
Geographical coordinates
All Gharauinis of a village will be compiled into a Gharauini Register, with a separate residential map prepared for each village. Survey and record-making processes will follow standardized procedures laid down in the bill.
Fewer Land Disputes Expected
Minister Jaiveer Singh emphasized that the new law will decrease property disputes in rural areas by ensuring transparent records, fair taxation, and systematic development. The Gharauini Law is expected to become a landmark reform for rural land governance, benefiting lakhs of families across Uttar Pradesh
