Delhi government approves Jan Vishwas Amendment Bill 2026 to decriminalise minor offences, reduce court burden, simplify laws and improve ease of living.
The Delhi government has approved the Delhi Jan Vishwas (Amendment of Provisions) Bill 2026, marking a major step toward decriminalising minor offences and simplifying laws across various sectors. The move aims to reduce the burden on courts, streamline compliance processes, and make life easier for citizens and businesses.
Chief Minister Rekha Gupta said that the bill is designed to remove criminal penalties for minor and technical violations, replacing them with civil fines, administrative penalties, and an appeal mechanism. She emphasised that once implemented, the bill will significantly reduce unnecessary criminal cases and help create a more efficient administrative system.
Inspired by Central Government’s Jan Vishwas Initiative
CM Gupta noted that the bill is aligned with Prime Minister Narendra Modi’s Jan Vishwas reforms, under which the Union Government removed criminal provisions from several central laws through the Jan Vishwas (Amendment of Provisions) Act 2023/2025. States and Union Territories were subsequently advised to assess and simplify their own legal frameworks.
After a detailed review, the Delhi government concluded that civil penalties are more effective than criminal prosecution in many cases involving minor procedural or technical violations.

Boost to Ease of Doing Business and Ease of Living
The Chief Minister stated that the new bill will strengthen both Ease of Doing Business (EoDB) and Ease of Living in the national capital.
Under the new provisions:

Minor offences will be decriminalised

Criminal proceedings will be replaced with civil penalties

Technical lapses will lead to administrative fines, not court cases

Citizens and businesses will face less harassment and more clarity in compliance processes
However, she clarified that serious offences related to public health, safety, and essential services will continue to be governed by stronger existing laws without any relaxation.

The Delhi Jan Vishwas Bill proposes amendments to seven key Acts, including:
