Haryana government bans land exchanges in unauthorised colonies to prevent fraud. Section 7A of the Urban Areas Act amended, new municipalities approved, and gaushala land allotted in Panchkula.
The Haryana government has imposed a ban on land exchanges in unauthorised colonies located near cities, in a move aimed at curbing fraudulent transactions. The decision was taken in a cabinet meeting chaired by Chief Minister Nayab Singh Saini, which approved an amendment to Section 7A of the Haryana Development and Regulation of Urban Areas Act, 1975. Under this amendment, exchange deeds will now be brought under the ambit of the law to prevent misuse.

Municipality Status for Three Areas
Alongside this amendment, the Haryana cabinet also approved granting municipal status to three regions: Kunjpura in Karnal, Matloda in Panipat, and Shahzadpur in Ambala. This move is expected to bring better governance and regulatory oversight to these areas.
Kunjpura municipality will include the villages of Nalvi Kalan and Wazirpur along with Kunjpura town. Matloda municipality will cover the Matloda Gram Panchayat, while Shahzadpur municipality will include Shahzadpur, Bapoli, Bhaudmajri, and Majra villages.
Preventing Fraud in Land Transactions
The amendment to Section 7A aims to curb unauthorised land dealings in notified urban areas. Exchange deeds, often misused for indirect sales, will now fall under the regulatory framework. This ensures legal clarity and safeguards against fraudulent activities in rapidly urbanising areas.
Land Allotted for Gaushala in Panchkula
In another decision, the cabinet approved allotting 4 acres, 1 kanal, and 17 marlas of land in Rattewali village, Barwala block, Panchkula, to the Kamdhenu Goseva Samiti Saketri on a 20-year lease. The land will be used to establish a gaushala capable of housing 570 cows, supporting animal welfare initiatives in the region.
This series of decisions reflects the Haryana government’s commitment to improving urban governance, preventing illegal land transactions, and promoting community welfare projects.
