The Haryana government has initiated the process to promote 22 Haryana Police Service (HPS) officers to the Indian Police Service (IPS). The officers have been issued integrity certificates by Haryana Chief Secretary Anurag Rastogi, and their names are now set to be forwarded to the UPSC for final approval.
The list of officers receiving the certificates includes Mukesh Kumar, Dhyan Singh Poonia, Dharmveer Singh, Chaljinder Singh, Jaybir Singh, Kushal Singh, Raj Kumar Walia, Tahir Hussain, Narendra Singh, Ravindra Kumar, Rajesh Kumar, Mamta Kharch, Ravindra Vijay Singh, Siddharth Danda, Karan Goel, Sandeep Kumar, Poonam, Bharti Dawas, Amit Dahiya, Usha Devi, and Jitendra Gehlawat.
Promotion file stalled during previous CM tenure
Sources reveal that a similar promotion process was initiated two years ago during Haryana former Chief Minister Manohar Lal Khattar’s tenure. At that time, approval had been granted for 13 HPS officers. However, the promotion file prepared by the state Home Department was returned by then Chief Secretary Sanjeev Kaushal, citing discrepancies.

Many officers had incomplete Annual Confidential Reports (ACRs), which prevented the issuance of integrity certificates at that time. As a result, the process had been stalled, delaying the promotions of deserving officers.
Now, with the integrity certificates issued by Chief Secretary Anurag Rastogi, the promotion process is back on track. Officers are expected to receive their IPS ranks soon, marking a significant milestone in their careers.
This step not only recognizes the dedication and service of Haryana Police officers but also strengthens the state’s police administration by bringing experienced officers into higher leadership roles.
