Kanpur Master Plan 2031 approved by CM Yogi Adityanath: 58,078 hectares for residential, commercial, and industrial zones. New projects like Greater Kanpur, Aero City, and industrial areas to boost development.
Chief Minister Yogi Adityanath has given in-principle approval to the Kanpur Master Plan 2031, marking a significant step toward addressing the city’s growing population and urban requirements. The plan envisions converting agricultural land into residential and commercial zones, facilitating projects such as Greater Kanpur, Aero City, and new industrial areas. Covering a total area of 58,078 hectares, the plan is designed to meet the needs of an estimated population of 5.1 million.
The Master Plan 2031 framework has been under development for seven years, and this is the first time a GIS-based plan has been prepared by Ruddh Abhishek Enterprises online. The approval was given during a meeting at the Chief Minister’s residence in Lucknow, attended by KDA Vice-Chairman Madan Singh Garbyal, Chief Town Planner Manoj Kumar, and online participation from Mandalayukta Vijayendra Pandian.
Previously, the city’s development followed the Master Plan 2021. With the new plan in place, KDA’s upcoming projects are expected to be implemented on the ground more efficiently. The plan also clears the way for developing industrial zones, which was previously restricted due to the presence of agricultural land in areas such as Greater Kanpur, Uchati (Atal) scheme, and Chakeri Aero City.

Land Conversion and Zoning for Development
Under the new master plan, agricultural lands in Chakeri, Ruma, Kul Gaon, Uchati, and Sanigwan have been reclassified into residential and commercial zones, enabling faster implementation of urban projects. For example, the New Kanpur City project faced delays due to 36 hectares of agricultural land, which has now been converted for residential use.
The GIS-based Master Plan 2031 accounts for 58,078 hectares, significantly larger than the previous 32,080 hectares covered in Master Plan 2021. This expansion includes Kanpur Nagar, Shuklaganj, Bithoor, and Akbarpur, along with 386 villages in total. An additional 80 villages will be integrated into the plan later, as approved by the KDA Board.
Focus on Transportation and Green Spaces
To address traffic congestion, 12.75% of the plan area, or 7,406.59 hectares, has been allocated for roads and transport infrastructure, including separate lanes for heavy vehicles, two-wheelers, and bicycles. For pollution control and recreational purposes, 18.89% of the area, approximately 10,970.92 hectares, has been designated for green belts, parks, playgrounds, and open spaces.
Zoning for Industrial, Residential, and Tourism Development
The Master Plan 2031 divides the city into specific zones for balanced development. Bithoor is designated for tourism, New Kanpur City for residential projects, and Greater Kanpur for large-scale urban expansion, covering 5,000 acres. The plan also focuses on industrial growth, including Knowledge Parks, EV Parks, Mega SSSP Parks, and a 100-acre Medicine City in Naramau. Once the land types are finalized, it will be easier to establish these industrial areas.
The Kanpur Master Plan 2031 is a comprehensive roadmap for sustainable urban growth, addressing population pressures, infrastructure needs, and industrial development, positioning Kanpur as a modern, well-planned city for the future.
