Barinder Goyal says the Mann government has written to Rajasthan and Haryana seeking payment of outstanding dues related to Punjab’s water.
Punjab Cabinet Minister Barinder Goyal has highlighted the state government’s efforts to recover outstanding payments related to Punjab’s water. He said the Bhagwant Mann-led government has written to both Rajasthan and Haryana regarding dues allegedly pending for the use of Punjab’s water resources.
According to Goyal, Punjab has been raising the issue of its financial rights over water and is now taking steps to seek payment from neighbouring states.
Rajasthan Asked to Clear ₹1.83 Lakh Crore Dues
Barinder Goyal claimed that Rajasthan stopped making payments for Punjab’s water after 1961, which he attributed to the alleged incompetence or collusion of successive traditional governments.
He said the Mann government has issued a notice to the Rajasthan government seeking payment of ₹1.83 lakh crore in outstanding dues related to Punjab’s water.
Goyal stressed that the state should receive its rightful dues for the resources being used by other states.

Letter Also Sent to Haryana
The Punjab government has also raised the issue of pending payments with Haryana. Goyal said that Haryana allegedly stopped making payments related to its dues after 2015-16.
According to the minister, the Mann government has now sent a letter to the Haryana government seeking clarity and payment of the outstanding amount.
The move comes as Punjab continues to assert its position on water-related matters and the financial interests of the state.
‘Punjab Bears Flood Losses Alone’
Expressing his displeasure, Goyal questioned the approach of neighbouring states towards Punjab’s water resources.
He said Punjab has to bear the losses caused by floods on its own, while neighbouring states continue to claim rights over its water. According to the minister, Punjab’s interests cannot be overlooked when discussing the distribution and use of its water resources.
Mann Government Takes Up Water Dues Issue
The latest letters to Rajasthan and Haryana reflect the Mann government’s stated intention to pursue pending financial claims concerning Punjab’s water.
Barinder Goyal maintained that Punjab should get its rightful share and payments for its resources. The issue is likely to remain significant as Punjab continues to raise questions surrounding water rights, payments and the state’s financial interests.
