CM Nayab Singh Saini directs officials to plan Gurugram’s development around future needs, with focus on roads, traffic, safety and civic facilities.
Haryana Chief Minister Nayab Singh Saini has directed officials to prepare Gurugram’s development plans by keeping the city’s rapid expansion and future requirements in mind. He also called for the timely completion of planned projects to strengthen civic infrastructure and public facilities.
The directions were issued during a review meeting on development works and citizen facilities in Gurugram. The Gurugram Development Plan discussed at the meeting focused on strengthening existing infrastructure while assessing the requirements that may arise as the city continues to expand.
Focus on Roads and Traffic Management
As part of the Gurugram Development Plan, CM Nayab Singh Saini emphasised the need for better roads and traffic management. He directed the concerned departments to speed up approved road construction and rehabilitation projects and avoid unnecessary delays.
The Chief Minister also reviewed the city’s public transport system and called for an assessment of existing bus routes. According to the directions, the route network should provide better connectivity to major parts of Gurugram as well as industrial areas.
The meeting was also informed that 40 electric buses are expected to arrive in Gurugram by the end of October. Infrastructure required for their operation, including a charging station in Sector 48, has already been prepared.

Civic Facilities and Urban Infrastructure
The Gurugram Development Plan also covers drinking water, residential and commercial facilities, markets, green belts and parks. The Chief Minister said that the existing infrastructure should be strengthened while future requirements are assessed in advance.
He also stressed the need to strengthen facilities related to sports, recreation and citizen safety so that urban development keeps pace with the city’s expansion.
A major water supply project was also reviewed. The Haryana government plans to convert the existing Gurugram Water Supply Channel from an open canal route into an underground pipeline. The proposed project will cover around 69.585 km from Kakroi Head to the Basai Water Treatment Plant, with an estimated cost of ₹1,993.59 crore and a stipulated completion period of 30 months.
Waste Management Also Reviewed
Alongside the Gurugram Development Plan, waste management emerged as another key issue during the review meeting. The Chief Minister directed officials to make the city’s waste collection system more effective and launch a special campaign for regular and systematic waste collection.
The disposal of legacy waste at the Bandhwari landfill was also reviewed. Officials informed the meeting that the work is targeted for completion by the end of February 2027, ahead of the prescribed March 2027 deadline.
The Chief Minister also directed strict action against vehicles bringing waste from Delhi into Gurugram. Officials were instructed to identify and impound such vehicles and impose penalties for violations.
Focus on Planned Urban Growth
Under the Gurugram Development Plan, officials have also been asked to prepare designated zones for ready-mix concrete plants as construction activity increases. The objective is to ensure that such facilities are established in planned locations and that environmental requirements are followed.
The government also plans to prepare designated routes for vehicles transporting ready-mix concrete. Officials have been directed to monitor these vehicles and prevent their movement from adversely affecting major roads.
The Chief Minister further directed agencies involved in road development, including the Municipal Corporation of Gurugram, GMDA, HSVP, PWD and other concerned departments, to complete approved construction and rehabilitation projects on priority.
The latest Gurugram Development Plan directions place emphasis on infrastructure, public transport, water supply, waste management, roads, parks, sports facilities and citizen safety as the city continues to expand. The Chief Minister said development should be planned not only for present requirements but also by assessing the needs of the coming years.
