Amit Shah reviews committee on demographic changes, focusing on illegal migration and population shifts in India’s border and urban regions.
Union Home Minister Amit Shah on Saturday held detailed consultations with the high-level committee constituted to study demographic changes across India, directing it to closely examine population shifts in border districts and assess the impact of illegal migration and other “unnatural causes.”
Focus on Border and Urban Population Patterns
During the meeting, Amit Shah instructed the committee to conduct field visits across border regions, metropolitan cities, and major industrial hubs to better understand on-ground demographic trends.
Officials said the committee has been tasked with identifying abnormal population changes and analyzing the factors behind them, including illegal immigration and socio-economic pressures.
Committee Formed Under Ministry of Home Affairs
The Ministry of Home Affairs Amit Shah had recently set up this panel to scientifically evaluate demographic changes across India. The committee will assess how such shifts are affecting national security, law and order, and social harmony.

It will also recommend appropriate policy, legal, and administrative measures to address emerging challenges.
Led by Former Supreme Court Judge
The committee is chaired by retired Supreme Court judge Justice Prakash Prabhakar Naolekar. Its members include Census Commissioner, former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava, and economist Shamika Ravi. The Joint Secretary (Foreigners-I) serves as member secretary.
Key Mandate of the Panel
According to its terms of reference, the panel will:
Study demographic changes across different regions of India
Investigate causes such as illegal immigration and cross-border activities
Examine socio-economic and environmental factors influencing migration
Analyze shifts in religious and social community populations
Recommend legal and administrative frameworks for identification, detention, and deportation of illegal immigrants
Security and Sovereignty Concerns Highlighted
Earlier, Amit Shah had described demographic change as a serious issue linked to national sovereignty, internal security, and social cohesion, including the protection of tribal communities.
He emphasized the need for a structured and time-bound approach to address such changes.
