Amit Shah says tribal communities are excluded from Uniform Civil Code scope and highlights a major increase in tribal welfare budget under the Modi government.
Union Home Minister Amit Shah has stated that the government has ensured special safeguards for tribal communities by keeping them outside the ambit of the proposed Uniform Civil Code (UCC). He emphasized that the rights, traditions, and cultural identity of tribal groups remain fully protected under the government’s approach.
Speaking at the Janjati Sanskritik Samagam in New Delhi, he clarified that the UCC framework has been designed in a way that does not interfere with tribal customary laws or social systems.
Assurance on Protection of Tribal Rights
Amit Shah highlighted that tribal communities will continue to enjoy autonomy over their cultural and social practices. He said the government is committed to safeguarding their rights related to land, forests, and traditional governance systems.
Referring to the legacy of freedom fighter and tribal icon Bhagwan Birsa Munda, he said that tribal communities have historically been rightful custodians of their land and natural resources.

Focus on Tribal Welfare and Development Spending
The Home Minister also pointed to a significant increase in tribal welfare funding under the current government. He stated that the budget allocated for tribal development has been substantially raised compared to previous regimes.
Amit Shah noted that the tribal welfare budget, which stood at around ₹28,000 crore during the Congress-led government, has now increased to approximately ₹1.5 lakh crore under the Narendra Modi administration.
Government’s Commitment to Inclusive Development
According to the Home Minister, the government’s focus is not only on economic growth but also on ensuring that marginalized communities receive equal benefits of development programs.
He reiterated that tribal welfare remains a core priority, with continuous efforts to improve education, healthcare, infrastructure, and livelihood opportunities in tribal regions.
