Bihar government promotes 47 IAS officers in a major administrative reshuffle, including 27 DMs to Special Secretary and 16 junior officers to Joint Secretary, strengthening governance and career progression.
In a significant administrative overhaul, the Bihar government has promoted 47 Indian Administrative Service (IAS) officers, strengthening the state’s governance framework and providing a clear path for career progression across multiple grades. The General Administration Department issued an official notification on December 3, with promotions effective January 1, 2026, or upon assuming charge.
Top Leaders Promoted to High Administrative Grade
Two senior IAS officers from the 2001 batch have been elevated to the High Administrative Grade (Pay Level-15). Rajesh Kumar, Commissioner of Koshi Division Saharsa with additional charge of Purnia Division, and Mayank Warwade, Project Director of Bihar Education Project Council, Patna (and additional Investigation Commissioner, General Administration), will now take on pivotal leadership roles in Bihar’s administration, marking an important step in reinforcing governance at the highest levels.
27 District Magistrates Reach Special Secretary Rank
The reshuffle includes 27 officers from the 2013 batch who have been promoted to Selection Grade (Special Secretary, Pay Level-13). This group features key District Magistrates (DMs) such as Naval Kishore Chaudhary (Bhagalpur), Subrat Kumar Sen (Muzaffarpur), Dharmendra Kumar (West Champaran), Navdeep Shukla (Banka), Anand Sharma (Madhubani), and Pawan Kumar Sinha (Gopalganj). Additionally, Yogendra Singh, private secretary to Union Minister Giriraj Singh, has received a pro forma promotion. These promotions reflect the state’s emphasis on strengthening district-level administration and leadership continuity.
16 Junior Officers Promoted to Joint Secretary Grade
Sixteen IAS officers from the 2017 batch have been elevated to the Junior Administrative Grade (Joint Secretary, Pay Level-12). Notable names include Tanay Sultania (DM Bhojpur/Ara), Tarnjot Singh (DM Madhepura), Vishal Raj (DM Kishanganj), Arif Ahsan (DM Shekhpura), Vivek Ranjan Maitreya (DM Shivhar), and Anil Kumar (DM Araria). Several officers in specialized departments, such as Kumar Gaurav (State Health Society), Yogesh Kumar Sagar (Director Disability and Joint Secretary, Social Welfare), and Ruby (Director and Joint Secretary, Art Culture and Youth), also received promotions.

Conditional Promotions Ensure Professional Development
The 16 junior officers’ promotions are contingent upon completing the mandatory Mid-Career Training Phase-III and submitting the completion certificates. Furthermore, officers designated as Joint Secretaries will be redesignated as Additional Secretaries in various departments, ensuring that career progression aligns with professional growth and skill enhancement.
