Haryana CM Nayab Singh Saini on Tuesday directed officials to make the tendering process for all civil works completely transparent, efficient, and time-bound to speed up cleanliness, beautification, and infrastructure upgrades in urban areas. He instructed the preparation of a Standard Operating Procedure (SOP) with fixed timelines and clearly defined responsibilities for every stage of the tender process, ensuring projects are executed without unnecessary delays.
Chairing a meeting of the High Powered Works Purchase Committee (HPWPC) in Panchkula — also attended by Urban Local Bodies Minister Vipul Goyal — the Chief Minister oversaw the approval of projects worth about ₹342 crore. Through negotiations with bidders, the committee achieved cost savings of around ₹11.90 crore.
Reiterating zero tolerance for poor quality, Saini directed that contractors delivering outstanding work be honored regularly to promote healthy competition, while strict action be taken against those found negligent or substandard.
The meeting cleared projects worth ₹15.30 crore for road beautification, park and chowk upgrades in Karnal under the Divya Nagar Yojana, and ₹13.92 crore for a Dairy Complex on Kanheli Road in Rohtak. Additionally, ₹13.50 crore was sanctioned for redeveloping the Shree Mata Sheetla Devi Shrine Complex in Gurugram to boost religious tourism and provide improved facilities for devotees.
To strengthen cleanliness efforts, the committee approved major solid waste management projects, including door-to-door garbage collection, segregation, transportation, and processing. These include ₹9.18 crore for Narwana, ₹85.90 crore for Rohtak, ₹21.97 crore for Yamunanagar, ₹10.45 crore for Fatehabad, ₹56.95 crore for Hisar, ₹64 crore for Manesar, and ₹9.35 crore for Tohana. Further, ₹25.96 crore was cleared for solid waste processing in Rohtak and ₹15.28 crore for bio-remediation of legacy waste in Rewari.
Saini emphasized that urban beautification and waste management systems must be modern, efficient, and result-oriented to realize the vision of Clean Haryana – Beautiful Haryana more quickly, with accountability ensured at every level.
The meeting was also attended by Principal Secretary to the CM Arun Kumar Gupta, Director General (Supplies & Disposal) Pankaj, and commissioners of the concerned municipal bodies.
