The Commission plays a crucial role in initiating legal reforms in the state, with both part-time and full-time members responsible for defining key topics and references for its work.
Haryana Government Extends AatmaNirbhar Textile Policy 2022-25
In response to the scheme’s success and strong entrepreneurial participation, the Haryana Government has extended the Haryana AatmaNirbhar Textile Policy 2022-25 by one year, now operative until December 18, 2026. Additionally, the state has removed the cap on the number of cases eligible for incentives under the Capital Investment Subsidy for Textile Units Scheme.
The Haryana AatmaNirbhar Textile Policy was launched with an investment target of ₹4,000 crore and the goal of generating 20,000 jobs over three years. The policy aims to strengthen the textile sector by enhancing infrastructure, adopting advanced technology, and promoting sustainable production practices. It aligns with the Government of India’s 5F vision—Farm to Fiber to Factory to Fashion to Foreign.
To support the textile industry, eight incentive schemes were introduced, covering capital investment, interest subsidies, net SGST incentives, green production, skill training, fire insurance support, textile cluster development, and textile parks.
Since its implementation, the policy has received 354 applications, of which 108 projects have been approved with a grant-in-aid of ₹367.51 crore. The Capital Investment Subsidy for Textile Units Scheme, in particular, has seen significant participation, supporting projects in specialized textile manufacturing, including Jumbo Bags, Ground Turf, Antibacterial Towels, and Waste to Fiber products.
Initially, the scheme had a cap of 86 approved projects, but demand has exceeded this limit. With 85 projects already approved, bringing in ₹1,574.51 crore in investment and creating 10,000 jobs, nearly 50 new applications remain in the pipeline. Many investors, originally considering states like Punjab and Uttar Pradesh, have now opted for Haryana due to the policy’s incentives.
Recognizing this growing interest, industry associations have requested the government to allow additional applications. By lifting the cap, the government aims to attract ₹4,000 crore in investments and generate 20,000 jobs, further cementing Haryana’s status as a leading textile hub.
