CM Nayab Singh Saini : Ensure constant oversight of Zero FIR implementation.
Haryana CM Nayab Singh Saini held a high-level meeting on Monday with officials from the Home, Police, Prisons, Prosecution, and Forensic departments to ensure the full implementation of three new criminal laws in the state by February 28.
CM Nayab Singh Saini emphasized that, along with structural developments, proper training should be provided to concerned personnel for effective enforcement. He directed that police stations be equipped with high-speed internet and arrangements be made for court appearances and testimonies through video conferencing. Additionally, he instructed officers to expedite key measures such as the monitoring of Zero FIR to ensure swift justice for victims.
To further strengthen the system, he ordered an increase in forensic mobile vans. Currently, 23 forensic science mobile units are operational in the state, with plans to expand this to 40. He also stressed the need for close monitoring of Zero FIRs, including inter-state cases, ensuring that concerned agencies receive them without delay.
Major Provisions of New Criminal Laws Already Implemented
During the meeting, Additional Chief Secretary (Home) Dr. Sumita Misra informed the Chief Minister that most provisions under the new criminal laws have already been enforced. The Inter-Operable Criminal Justice System (ICJS) has been fully integrated with the Crime and Criminal Tracking Network and Systems (CCTNS), enabling the submission of charge sheets online. All relevant departments have been directed to adopt necessary amendments and ensure full compliance by February 28.
Director General of Police Shatrujeet Kapur briefed that the E-Sakshya App is being used to digitally record all evidence, including audio and video, in criminal cases. As per new provisions, forensic teams have visited 100% of crime scenes. Additionally, 60% of e-summons have been issued, with efforts underway to further increase this. He also reported that 77% of accused individuals have been presented before the court via video conferencing, significantly reducing time and costs.
The meeting was attended by Chief Secretary Dr. Vivek Joshi, Chief Principal Secretary to the CM Rajesh Khullar, Additional Chief Secretary (Home) Dr. Sumita Misra, Director General (Prisons) Mohammad Akil, and other senior officials.
