In a move that signals a shift from “file-based” governance to direct accountability, Uttarakhand Chief Minister Pushkar Singh Dhami on Friday personally inspected a grievance registered on the CM Helpline. Breaking away from the usual meeting room reviews, the Chief Minister visited Rajpur Road to assess a public complaint regarding damaged infrastructure, sending a stern warning to negligent officials.
The inspection was triggered by a complaint lodged on the CM Helpline by Vivek Madan, a resident of Jakhan. Madan had reported that a newly constructed footpath on Rajpur Road was left in shambles after the Uttarakhand Power Corporation Limited (UPCL) dug it up for underground cabling. According to the resident, improper soil refilling caused the tiles to sink, making the path a hazard for pedestrians.
Direct Action Over File Reviews
While a formal review of the CM Helpline was scheduled at the Secretariat, Chief Minister Dhami chose to visit the site in Jakhan directly. Accompanied by the complainant, the CM took the unusual step of using his mobile phone to video call department heads. Through the live feed, he showed them the dilapidated state of the footpath and expressed deep displeasure over the lack of inter-departmental coordination.
“Repeated digging and poor restoration not only cause public inconvenience but also lead to a massive wastage of state resources,” the Chief Minister noted during the inspection.

Safety Hazards and Poor Planning
During the visit, Dhami pointed out a significant safety lapse: despite the claims of underground cable installation, live electric lines were still visible above ground in several spots. He flagged this as a potential risk to human life and ordered an immediate fix.
The Chief Minister’s proactive approach to the CM Helpline has highlighted a recurring issue of departments working in silos. He emphasized that proper planning must precede any infrastructure project to ensure that one department’s work does not destroy the assets created by another.
