Special focus to be given on disaster management, law and order and public amenities CM Pushkar emphasizes on expediting the reconstruction works after the rains and smooth conduct of Chardham Yatra Directs to make elaborate preparations for Seva Pakhwada and Swachhta Abhiyan Directs to further improve the arrangements of hospitals, public services Chief Minister Shri Pushkar Singh Dhami on Monday gave comprehensive guidelines related to disaster management, law and order, reconstruction works, tourism and public amenities to the senior officers of the government and police and all the district magistrates connected through virtual medium at the Chief Minister’s residence. The Chief Minister said that the top priority of the government is to provide immediate relief, security and facilities to the people.
The Chief Minister directed that the administrative machinery should work in an active mode for repair and reconstruction works as soon as the rains end. Adequate availability of relief materials and dry rations should be ensured till the rainy season. Adequate arrangements for shelter, food and other necessary facilities should be made for the disaster victims. The report should be sent to the government after assessing the damage to crops, drinking water lines and government properties. Restrictions on permission for construction near river channels should be strictly enforced. Strict action will be taken against those not following the rules.
The Chief Minister directed the district magistrates to provide immediate relief to the affected people. The District Magistrate shall inspect the hospitals from time to time and assess the various arrangements. Ensure all necessary arrangements in hospitals to prevent Dengue, Malaria and other water-borne diseases. All the district magistrates should hold a meeting of the health department in their respective districts soon. The Chief Minister said strict action will be taken against those who violate law and order. Regular action should be taken against those issuing unauthorised Aadhaar cards, voter IDs and connections. There should be constant monitoring of outsiders and suspicious activities. Checking and strictness should be increased in the border areas and suspicious persons should be identified and action should be taken. Effective steps should be taken for the protection of cows.
The Chief Minister directed the officials to expedite the reconstruction and infrastructure works after the rains. Priority should be given to local labourers in government construction works. Street lights should be provided in villages and urban areas. It should be ensured that after the monsoon, the Chardham Yatra is conducted smoothly with vigilance. Devotees should get timely information about bad weather. The Chief Minister directed the District Magistrates to send reports of the Chief Minister’s announcements and ongoing works in each district to the Chief Minister’s Office within 15 days. Village-level chaipal programmes, district-level public hearings, tehsil days, BDC meetings and multi-purpose camps should be organised regularly.
The Chief Minister said elaborate preparations should be made for the Seva Pakhwada programme from September 17, the Prime Minister’s birthday, to Gandhi Jayanti. Work should be done on the theme of service, cleanliness and public convenience. The District Magistrates should take part in the cleanliness programme one day every week along with the regular cleanliness drive in the districts. The damaged roads should be repaired soon as well as the roads should be made pothole-free under the campaign. The Chief Minister directed that the 1905 CM Helpline and 1064 Anti-Corruption Campaign should continue uninterrupted. To overcome the challenges of disaster, disaster volunteers, crisis response teams and mock drills should be conducted at the district level.
The Chief Minister said that the various certificates being provided under the Right to Service should be made available in the language (Hindi or English) sought by the applicants. Strict action should be taken against those involved in the process of manufacture and sale of spurious drugs.
