In a significant step toward ensuring safety and dignity for the homeless during the harsh winter season, Delhi Chief Minister Rekha Gupta announced the establishment of 250 additional shelter homes across the national capital. This initiative aims to provide secure housing to the city’s underprivileged population so that no one is forced to sleep under the open sky during the cold nights.
Under the Winter Action Plan, which runs from November 15 to March 15, the Delhi government plans to give every homeless person access to a safe and warm shelter. CM Rekha Gupta emphasized that her government is dedicated to delivering essential services to the last person in society and ensuring that every citizen lives with dignity. “These shelter homes are not just roofs over people’s heads; they are symbols of dignity, security, and equality,” said CM Rekha Gupta. “The Delhi government is committed to ensuring that no one spends the night under the open sky during winters.”
197 Existing Shelter Homes Under DUSIB
According to the Chief Minister, the Delhi Urban Shelter Improvement Board (DUSIB) currently operates 197 permanent shelters, including 153 for men, 17 for women, 19 for families and children, and 8 for special categories such as HIV patients, TB patients, and recovering addicts. Each shelter is equipped with beds, mattresses, blankets, pillows, mosquito control devices, power supply, water coolers, and CCTV surveillance, especially in women’s shelters.
250 Temporary Shelters Added
To meet the increased demand during winter, 250 temporary shelters have been set up at 120 locations across Delhi, accommodating around 2,500 people. CM Gupta noted that the capacity could be increased if necessary. Special rescue teams and control rooms will operate nightly between 10 PM and 4 AM, using GPS-enabled vans to help homeless individuals reach safe shelters.

Technology-Driven Monitoring
Emphasizing transparency and efficiency, CM Gupta revealed that DUSIB has adopted digital tools to manage and monitor shelters. The ‘Rain Basera’ mobile app enables reporting and tracking of homeless citizens, while the ‘Night Shelter Inspection App (NSIA)’ is used for real-time inspection and GPS-based tracking of shelter operations.
Policy Reforms and 24×7 Management
The Delhi government has also introduced a new quality-based policy for selecting agencies to manage these shelters. These agencies are responsible for 24×7 operations, sanitation, fire safety, electricity, and overall maintenance. Additionally, biometric attendance will be mandatory for all shelter staff. Women and child shelters will be integrated with Anganwadi centers to ensure access to healthcare, nutrition, and education.
Regular Monitoring and Accountability
The shelters will be regularly inspected under the supervision of the Supreme Court Monitoring Committee, the Joint Apex Advisory Committee (JAAC), and DUSIB’s Chief Engineer. Each shelter will also undergo periodic checks for cleanliness, pest control, fire safety, and repairs.
With this proactive approach, CM Rekha Gupta’s government aims to make Delhi a city of compassion and equality, where every citizen, regardless of economic status, has a safe place to stay during the freezing months.
