Delhi Ease of Doing Business Bill 2026 aims to simplify business approvals through a single-window portal and reduce routine inspections.

Starting and running a business in Delhi could soon become simpler as the Delhi government moves to reduce paperwork and repeated visits to different departments. A proposed single-window system will bring several key approvals, registrations, licences and no-objection certificates under one online platform.

The Delhi Cabinet, chaired by Chief Minister Rekha Gupta, approved the Delhi Ease of Doing Business Bill 2026 at its meeting on Tuesday. The proposed legislation will now be sent to the Union Ministry of Home Affairs for approval.

The government says the initiative is aimed at creating a more convenient and trust-based relationship between businesses and government agencies.

One Online Platform for Multiple Services

Under the Delhi Ease of Doing Business Bill 2026, a single-window system will be developed to streamline the process of obtaining various government services.

The proposed platform will cover services such as building plan approvals, fire-related permissions, water and sewer connections and electricity connections. Businesses will be able to submit applications online instead of approaching multiple departments separately.

The system is also expected to reduce the need to submit the same documents repeatedly and could help shorten the time required to start a business.

Three-Year Relief from Routine Inspections

One of the key proposals concerns inspections after business registration. Under the proposed framework, enterprises would generally not face routine inspections for three years after registration.

However, inspections could still be conducted if a serious complaint is received against an establishment. The government believes the proposed system will reduce unnecessary inspections and allow businesses to operate with greater ease.

DSIIDC to Coordinate the Entire Process

The Delhi State Industrial and Infrastructure Development Corporation, or DSIIDC, will serve as the nodal agency for the proposed single-window system.

DSIIDC will be responsible for coordinating the process from the receipt of an application to the final approval. It will also facilitate coordination between different government departments and civic agencies.

This arrangement is intended to provide businesses with a single point of responsibility instead of requiring them to coordinate separately with multiple authorities.

Deemed Approval Proposed for Delayed Decisions

The Delhi Ease of Doing Business Bill 2026 also proposes a provision for “deemed approval.” Under this mechanism, if a competent authority fails to take a decision within the prescribed time limit, certain approvals, registrations or NOCs could be treated as automatically approved.

The proposed framework also includes self-declaration for selected processes, including fire safety, building plan approval, pollution-related permissions and low-tension electricity connections.

Existing Registrations Could Reduce Additional Paperwork

Businesses that already have registrations under laws and systems such as Goods and Services Tax, the Food Safety and Standards Authority of India, the MSME Development Act or labour codes may not have to obtain certain additional registrations separately.

The proposal seeks to simplify requirements related to trade, health trade, eating establishments, shops and commercial establishments.

Departments May Not Ask for Documents They Already Have

Another important provision focuses on reducing repetitive documentation. If information or documents submitted by an applicant are already available with a Delhi government department, the applicant may not be required to submit the same information again.

The measure is aimed at reducing paperwork and making the approval process more efficient for businesses.

Negative List Approach to Expand Business Freedom

The Delhi Ease of Doing Business Bill 2026 proposes a negative-list approach to regulate business activities.

Under this model, an enterprise would generally be allowed to carry out activities at a location unless those activities are specifically included in Schedule 2 of the proposed legislation.

The negative list would focus on higher-risk activities that require greater regulation. Instead of imposing broad restrictions on businesses, the proposed framework would concentrate regulatory attention on activities considered to carry greater risks.

Focus on Faster and Simpler Business Processes

The Delhi Ease of Doing Business Bill 2026 is intended to make government approvals more streamlined by shifting several processes to a common digital platform.

If implemented, the proposed system could reduce paperwork, repeated applications and unnecessary departmental visits for entrepreneurs. The Delhi government has positioned the initiative as a step towards making the city more business-friendly while maintaining regulatory oversight for high-risk activities.
