Delhi Government Moves Ahead with DUMTA and DUTF Bill to Modernize Urban Transport
New Delhi: The Delhi government, under the leadership of Chief Minister Rekha Gupta, is preparing a comprehensive bill to establish the Delhi Unified Metropolitan Transport Authority (DUMTA) and the Delhi Urban Transport Fund (DUTF). The move aims to integrate the fragmented transport system of the capital into a modern, efficient, and citizen-centric network, providing relief from traffic congestion and air pollution while improving last-mile connectivity. A high-level task force, headed by the Chief Secretary, is expected to submit the draft within three weeks.
Integrated Transport for a Modern Delhi
The proposed law seeks to consolidate Delhi’s currently fragmented transport system under a unified planning and governance structure, enabling a sustainable, environmentally-friendly, and efficient urban mobility framework. The initiative marks a major institutional reform in Delhi’s urban transport governance, ensuring coordinated development of metro, bus, regional rail, and feeder services.
CM Rekha Gupta emphasized that the task force includes senior officials from transport, urban development, finance, planning, public works, and Delhi Police departments. Key civic and transport institutions, including the Delhi Development Authority (DDA), Municipal Corporations (MCD), Delhi Metro Rail Corporation (DMRC), Delhi Transport Corporation (DTC), National Capital Region Transport Corporation (NCRTC), and Indian Railways, are also participating.

She highlighted the historical fragmentation in Delhi’s transport agencies, which led to poor coordination in route planning, infrastructure development, and service delivery. “DUMTA will establish seamless coordination across Delhi’s urban mobility network. All transport modes, including metro, buses, regional rail, and feeder services, will operate under an integrated jurisdiction to ensure efficiency, inclusiveness, and citizen focus,” CM Gupta said.
Reducing Traffic and Pollution
The CM stressed that DUMTA would play a key role in strengthening public transport, improving last-mile connectivity, and reducing dependency on private vehicles, thereby easing traffic congestion. “This initiative is also a crucial part of our long-term strategy to combat air pollution, which is heavily influenced by vehicular emissions. Expanding a reliable public transport network is essential for achieving environmental goals,” she added.
The DUMTA framework is aligned with the National Urban Transport Policy 2006, which envisages an integrated metropolitan transport authority (UMTA) for large cities. Given Delhi’s rising population, increasing traffic, and pollution challenges, the establishment of DUMTA is considered vital.

The task force is responsible for finalizing DUMTA’s structure, consulting stakeholders, assisting in legislative implementation, and conducting board meetings to define the authority’s vision, mission, and objectives.
