Delhi has undergone a major administrative restructuring, with Chief Minister Rekha Gupta announcing that the national capital will now have 13 districts instead of 11. The move aims to eliminate decades-old jurisdictional confusion by aligning the boundaries of revenue districts with those of the Municipal Corporation of Delhi (MCD).
Calling the reform “One Delhi, One Boundary, One Window”, CM Rekha Gupta said the decision will make governance faster, more transparent, and more citizen-friendly. She added that her government resolved a long-pending issue within just 10 months — a step that will significantly improve accountability and service delivery.
Mini-Secretariats to Be Set Up Across All 13 Districts
Under the restructuring:

Sub-divisions will increase from 33 to 39

Sub-registrar offices will rise from 22 to 39

Every district will get a mini-secretariat, offering all key public services under one roof
A ₹25 crore initial budget has been approved, and a gazette notification will be issued within 15 days. The entire system is expected to be fully operational by December 2025.
According to the Delhi government, the reform will simplify public services, speed up workflows, improve land record management, streamline property registration and boost civic coordination across the city.
