Delhi Chief Minister Rekha Gupta has announced that the Delhi government is taking robust steps to make the city the startup capital of India. A new Delhi Startup Policy will be unveiled soon, aimed at providing young innovators with a strong platform to transform their ideas into successful startups. The announcement came during the ‘Campus to Market’ Startup Youth Festival, attended by Union Minister Jayant Chaudhary and Delhi Minister Ashish Sood.
Government Focus on Skills, Innovation, and Entrepreneurship
Addressing the gathering at Dr. Ambedkar International Centre on Janpath, CM Rekha Gupta highlighted the government’s efforts to integrate education, skill development, and entrepreneurship into a unified ecosystem. She emphasized that the Delhi Startup Policy will empower young innovators to progress from ideas to startups, creating opportunities for self-reliance and economic growth.
During the festival, the Chief Minister visited multiple stalls and interacted with students, teachers, investors, and startup founders, gaining insight into emerging technologies and business strategies. Student teams shared their startup ideas, market plans, and social impact initiatives, showcasing the city’s growing entrepreneurial potential.
Youth as Job Creators, Not Job Seekers
CM Gupta urged the youth to embrace a problem-solving mindset and contribute to India’s global innovation leadership. “Our young generation is no longer seeking jobs; they are creating them. I encourage every student and innovator to craft solutions that not only benefit the nation but also position Delhi as a hub for entrepreneurship,” she said.

Union Minister Jayant Chaudhary added that India’s strength lies in its youth, and providing them with opportunities to grow, develop skills, and innovate is crucial for the country’s progress. Delhi Minister Ashish Sood noted that while startups existed in Delhi earlier, they were fragmented, lacking proper policies, mentorship, and investor connections. “The city’s ecosystem is now structured to integrate education, skill development, and innovation, connecting students to mentors and funding opportunities efficiently,” he said.
Campus to Market – A Unique Youth Startup Festival
For the first time, 11 universities, 12 colleges, and 19 ITIs were brought together under one platform through the ‘Campus to Market’ initiative. The program ensures students have access to mentorship, funding, and market exposure, bridging the gap between ideas and execution.
Currently, over 75,000 students and young entrepreneurs are participating in various programs, with more than 470 startups under incubation. These student-led ventures have generated revenue of approximately ₹500–600 crores, creating 4–5 jobs per startup on average. Additionally, school-level initiatives now provide economic support and guidance to nurture early-stage ideas.

With the upcoming policy, structured programs like ‘Campus to Market,’ and active participation from students, investors, and industry mentors, Delhi is poised to emerge as India’s premier startup hub. CM Rekha Gupta’s vision emphasizes not just innovation but also creating a sustainable ecosystem that supports young entrepreneurs from ideation to market success.
