Chief Minister Yogi Adityanath presented a comprehensive picture of Uttar Pradesh’s economic and agricultural growth during the Legislative Council session, emphasizing the state’s rapid progress under the “double engine” government.
According to CM Yogi Adityanath, UP’s Gross State Domestic Product (GSDP) has surged from ₹13 lakh crore in 2017 to ₹36 lakh crore, raising the state’s economic contribution to 9.5% of India’s total economy. This remarkable growth has been achieved without imposing additional taxes on citizens, while effectively curbing tax evasion and closing revenue leakages.
Revenue Discipline and Economic Management
CM Yogi Adityanath highlighted that UP has consistently maintained a revenue surplus over the last five years, achieving a balanced approach between fiscal discipline and development. “Earlier, out of ₹100 deposited in banks, only ₹43 was available for public use. Today, we have increased this to 61-62 rupees, benefiting youth and entrepreneurs across the state,” he stated.
Per capita income has tripled, reflecting the government’s focus on citizen welfare without increasing their financial burden.

Agriculture Growth and Farmers’ Income
Uttar Pradesh is the country’s largest food grain producer, contributing significantly to India’s agricultural output despite possessing only 11% of the total agricultural land. Today, UP produces 21% of the nation’s food grains, demonstrating higher productivity per hectare.
CM Yogi Adityanath emphasized the government’s initiatives to provide farmers with direct financial support through programs like PM-Kisan Samman Nidhi, which has transferred ₹95,000 crore directly to farmers’ accounts in recent years. Farmers now have access to advanced seeds, natural farming techniques, drones, and climate-smart agriculture information in simple, local languages.
Technological and Infrastructure Advancements
The state has embraced Agri-Tech and AI-based solutions, enhancing productivity and market access for farmers. Key initiatives include:
Formation of Farmer Producer Organizations (FPOs), especially empowering women farmers.
Food processing and value addition projects to increase farm incomes.
31 major irrigation projects completed to provide water access to all fields.
Solar-powered pumps and free electricity for tube wells under PM KUSUM.
Establishment of the Mahatma Buddha Agriculture & Technology University in Kushinagar.
The government has also expanded the agricultural logistics and market infrastructure, enabling farmers to sell produce both nationally and internationally.
Record Payments to Sugarcane Farmers
Over the last eight and a half years, UP’s sugarcane farmers received ₹3,06,000 crore in payments, exceeding the ₹2,14,000 crore paid during the 17-year period from 2000–2017. The sugar-ethanol sector has been strengthened with assured cash flow, and ethanol production has increased from 41 crore liters to 182 crore liters, contributing to the Ethanol Blended Petrol program.
Livestock and Dairy Development
UP now operates 7,727 cow shelters, protecting over 16 lakh cattle, while significantly boosting dairy and fisheries production. Natural farming practices are promoted through integrated livestock management.
