Gopal Italia urges the Gujarat government to declare drought across Saurashtra and other affected areas, expand farmer relief and permit dam desilting to improve soil fertility and water storage.
Aam Aadmi Party (AAP) MLA from Visavadar, Gopal Italia, has urged the Gujarat government to expand drought relief beyond the four districts reportedly declared drought-affected and extend assistance to farmers across Saurashtra and other areas facing rainfall shortages. He has also proposed allowing farmers to remove silt from dams, check dams and ponds during the winter and summer seasons to improve agricultural conditions and generate employment.
Raising concerns over the impact of inadequate rainfall on Gujarat’s farming community, Italia said a broader response was necessary to address the difficulties faced by farmers. He argued that the government should use the current situation to introduce measures that support agriculture, improve water storage and provide seasonal employment in rural areas.
Gopal Italia Calls for Wider Drought Relief in Gujarat
Gopal Italia said restricting drought declarations to only four districts would leave many farmers struggling with the consequences of insufficient rainfall. He called on the state government to assess conditions across Saurashtra and other affected regions before deciding the scope of relief measures.
According to the AAP MLA, a significant portion of Gujarat’s agricultural areas has been affected by rainfall shortages. He stressed that farmers require timely support to manage agricultural expenses and protect their livelihoods.
Italia’s demand for drought relief in Gujarat also includes reviewing the situation in regions beyond the districts already covered by the government’s reported decision. He said relief measures should reflect the actual conditions experienced by farmers rather than being limited to a small number of districts.
Proposal to Remove Silt From Dams and Check Dams
Alongside the demand for broader assistance, Italia suggested that the government permit farmers to remove accumulated silt from major dams, check dams and ponds during the winter and summer months.
He pointed out that sediment can accumulate in water bodies over several years, reducing their effective water storage capacity. According to his proposal, removing suitable silt and using it on agricultural land could provide benefits to both farmers and water management systems.
Italia believes that silt containing suitable soil material could help improve the fertility of agricultural fields. He also argued that desilting could create additional storage space in reservoirs before the next monsoon season.
However, the actual improvement in water storage would depend on the condition of individual reservoirs and the volume of sediment removed. The suitability of the material for agricultural use would also need to be assessed.
The AAP leader proposed carrying out this work systematically throughout the winter and summer seasons, allowing farmers to participate in the process when regular agricultural activities may be limited.

Desilting Could Create Seasonal Employment Opportunities
Italia said a government-supported desilting programme could provide an additional source of income for farmers and rural workers.
Under his proposal, farmers would be allowed to collect silt from designated water bodies and transport it to their fields, subject to appropriate official permissions. He argued that such an arrangement could help farmers reduce some agricultural costs while creating work opportunities during the off-season.
The MLA also highlighted the potential connection between drought relief in Gujarat and long-term water conservation. In his view, a planned programme could address immediate rural employment concerns while helping improve the management of water resources before the next rainy season.
For effective implementation, the government would need to establish clear guidelines covering sediment quality, environmental safeguards, transportation, water-body protection and authorised extraction limits.
Gopal Italia Questions Government’s Approach to Mineral Extraction
The AAP MLA also criticised what he described as inconsistent treatment of natural resource extraction. He alleged that illegal sand mining and mineral extraction were taking place in hills, forests and rivers, while farmers could face restrictions when attempting to take a few tractor-loads of silt for agricultural purposes.
Italia argued that farmers should not face unnecessary obstacles when undertaking activities that could benefit their land and livelihoods. He called for a transparent policy that distinguishes authorised desilting work from illegal mining.
He also appealed to BJP legislators and Members of Parliament to support the farmers’ demand by writing to the government and seeking formal permission for desilting activities.
According to Italia, a clear policy could help farmers access suitable soil material legally while ensuring that the removal of sediment takes place under proper supervision.
Focus on Saurashtra’s Farmers and Rural Economy
Italia said the challenges arising from inadequate rainfall require measures that address both immediate agricultural distress and longer-term resource management.
He maintained that extending drought relief in Gujarat to all genuinely affected areas should be a priority. At the same time, he urged the government to examine whether a structured desilting programme could improve farmland, create employment and strengthen the storage capacity of reservoirs.
The proposal would require coordination between relevant government departments, local authorities and farmers to ensure that desilting is carried out safely and sustainably.
Government Response and Next Steps
The demands raised by Gopal Italia place the focus on two major issues: the geographical coverage of drought assistance and the potential use of desilting as an agricultural and employment measure.
The MLA has called for relief to be extended across Saurashtra and other rainfall-affected regions rather than being confined to four districts. He has also urged the state government to establish a formal mechanism through which farmers can obtain permission to remove silt from designated dams, check dams and ponds.
Whether the Gujarat government adopts these proposals remains to be seen. For farmers facing rainfall-related difficulties, the key concerns are timely relief, sustainable water management and practical measures that can support agricultural livelihoods in the coming seasons.
