Gujarat government bans rolling papers, Go Go smoking cones, and perfect rolls to protect youth from substance abuse. Strict action on online and offline sales.
In a historic and strict move to curb rising substance abuse among youth, the Gujarat government has announced a complete ban on the sale of rolling papers, Go Go smoking cones, and perfect rolls across the state. The ban applies to all platforms, including online sales, and violators will face legal action.
The Home Department of Gujarat issued the order with immediate effect, declaring that selling or possessing these items will now be considered a criminal offense under Indian law. The ban extends to paan parlors, tea shops, grocery stores, and e-commerce platforms. Authorities have been instructed to strictly enforce the order, and violators will be penalized according to the provisions of the Indian Civil Security Code Sections 163(2) and 163(3), alongside strict action under Section 223 of the Indian Penal Code (BNS-2023).
This decisive action comes after reports of increasing addiction among youth and minors in Gujarat, particularly involving the openly sold “Go Go Papers.” Media campaigns by ABP Asmita over the past few days highlighted the dangerous misuse of these papers in consuming substances like charas and cannabis, prompting swift Gujarat government intervention.

Health Risks of Rolling Papers and Smoking Cones
Investigations have revealed that these smoking items contain toxic chemicals such as titanium dioxide, potassium nitrate, artificial colors, calcium carbonate, and chlorine bleach. Long-term exposure to these chemicals can act as slow poisons, increasing the risk of severe health problems, including cancer.
The Gujarat government emphasized that the primary objective of the ban is to protect young people from easily accessible addictive substances and safeguard their future. Parents, social organizations, and citizens have widely welcomed this initiative, recognizing it as a positive step towards creating a healthier and safer society.
Officials warned that any attempt to sell, distribute, or store these banned products will be met with strict legal action. This move reinforces Gujarat’s commitment to ensuring the welfare and safety of its youth, sending a strong message about the Gujarat government’s zero-tolerance approach toward substance abuse.
