Haryana Chief Minister Nayab Singh Saini highlighted the importance of public participation in shaping the State’s upcoming budget during a pre-budget consultation meeting held in Kurukshetra. State Minister for Entrepreneurship Gaurav Gautam was also present at the meeting, which brought together representatives of various prominent organisations across the State.
Pre-Budget Consultation: Citizens’ Voices at the Forefront
The meeting saw active participation from office-bearers of leading organisations representing farmers, workers, youth, education, sports, legal fraternity, and social sectors. Notable participants included representatives of the Bharatiya Kisan Sangh, Bharatiya Mazdoor Sangh, Swadeshi Jagran Manch, Akhil Bharatiya Vidyarthi Parishad, Vidya Bharati, Adhivakta Parishad, Vishwa Hindu Parishad, and Krida Bharti.
These organisations presented budget-related suggestions tailored to their respective sectors, ensuring that diverse voices contribute to the formulation of a balanced and inclusive budget.
CM Nayab Singh Saini on a People-Centric, Balanced Budget
Addressing the gathering, CM Nayab Singh Saini said, “This is not the budget of any government or an election manifesto. It is the budget of 2.80 crore citizens of Haryana under the leadership of Prime Minister Sh. Narendra Modi.” He emphasized that the objective is to prepare a visionary and balanced budget that reflects the needs of all sections of society and accelerates the State’s overall development.
Calling the pre-budget consultation process a powerful democratic tool, Saini assured that suggestions from farmers, workers, youth, advocates, educationists, sports enthusiasts, and social organisations would be seriously considered. “A budget prepared with public participation will help make Haryana a self-reliant, empowered, and developed State,” he added.
The Chief Minister Nayab Singh Saini further assured that every practical and public-interest-oriented suggestion from these consultations would be prioritized and included in the upcoming budget wherever feasible.

Action Taken on Previous Suggestions
During the meeting, Heena Bindlish, OSD to the Chief Principal Secretary to the CM, presented the action-taken report on previous pre-budget consultations. She stated that past suggestions were implemented in earlier budgets, with visible positive impact on the ground.
Bindlish shared that a total of 11 consultation meetings had been conducted, covering inputs from women’s groups, industry, health, rural development, Panchayati Raj, education, skill development, excise, and incubation centres. Many of these inputs were successfully incorporated into the previous budget, including the establishment of incubation centres and initiatives supporting start-ups and employment generation. Work is ongoing on several proposals to further boost entrepreneurship and job opportunities in the State.
Towards a Progressive, Transparent Budget
The pre-budget consultation underlines Haryana’s commitment to a transparent, people-centric, and development-oriented fiscal policy. By incorporating public suggestions, the government aims to ensure that the upcoming Haryana Budget 2026 is not only visionary on paper but also transformative on the ground, benefiting citizens across all sectors.
