Haryana CM Nayab Singh Saini has instructed officials to ensure the swift and effective execution of welfare schemes and policies initiated by both the Central and State Governments. He emphasized the need for timely implementation at the grassroots level to ensure that citizens receive prompt benefits. The Chief Minister underscored the government’s responsibility to enhance the ease of living and prosperity of the people. To achieve this, he urged all officers to prioritize resolving public grievances efficiently.
These directives were issued during the State Level DISHA Committee meeting, which CM Nayab Singh Saini chaired via video conferencing with Administrative Secretaries and Deputy Commissioners. The meeting was co-chaired by Development and Panchayats Minister Sh. Krishan Lal Panwar, and attended by Lok Sabha MPs, MLAs, and senior officials. The session involved a comprehensive review of various Central Government-sponsored schemes.
Housing and Welfare Initiatives
While assessing the progress of the Pradhan Mantri Awas Yojana (Rural), CM Nayab Singh Saini issued firm instructions for Deputy Commissioners to expedite the geo-tagging process for approximately 77,000 pending applications within 15 days. This step aims to facilitate the timely release of housing installments. He also called for an accelerated survey to identify new beneficiaries under the scheme.
Under the Mukhyamantri Gramin Awas Yojana 2.0, which provides housing for economically weaker families earning up to ₹1.80 lakh annually, plots have been allocated in Mahagram and Gram Panchayats. In the first phase, 4,533 families received plots through a draw, and financial assistance will be provided for home construction under the Pradhan Mantri Awas Yojana (Rural). Additionally, 1,000 Panchayats have been identified for the scheme’s next phase.
Strengthening Social Welfare Programs
CM Nayab Singh Saini stressed the need for strict action against those involved in illegal fetal sex determination under the Beti Bachao-Beti Padhao campaign. He directed the Health and Women & Child Development Departments to coordinate and intensify efforts in this regard. Furthermore, he instructed Deputy Commissioners to establish designated “Sanjha Bazaars” to support self-help groups by providing them with marketing platforms for their products.
Improving Education and Reducing Dropouts
During the review of the Samagra Shiksha initiative, CM Nayab Singh Saini highlighted the importance of monitoring children aged 6 to 18 to curb school dropouts. He emphasized the need for quality education and directed officials to enhance school infrastructure and facilities. Reports indicated that 9,400 out of 13,000 construction projects in schools had been completed, with vocational courses introduced in 1,381 institutions, benefiting 1.95 lakh students. Additionally, 2,238 skill laboratories have been set up across 1,074 schools.
Expanding Access to Essential Resources
Regarding the Har Ghar-Har Grihini Yojana, which offers gas cylinders at a subsidized rate of ₹500 to low-income families, 15 lakh beneficiaries have already registered. CM Nayab Singh Saini urged officials to increase awareness about the scheme to ensure broader public participation. He also encouraged local representatives to actively promote the initiative.
Enhancing Irrigation and Agricultural Development
CM Nayab Singh Saini emphasized the need for targeted efforts to boost micro-irrigation. He instructed officials to systematically repair and cement incomplete or damaged watercourses across the state. Additionally, he urged authorities to promote sprinkler irrigation through Amrit Sarovars and ensure effective implementation of agricultural schemes, including vermicomposting, mushroom cultivation, beekeeping, and honey production under the Krishi Clinic and Krishi Vyavasay Kendra Yojana.
Under the National Gokul Mission, CM Nayab Singh Saini stressed the importance of improving indigenous cow breeds. For natural farming promotion, the state government has allocated ₹26.50 crore for 2024-25, aiming to cover 25,000 acres. Currently, 23,776 farmers have registered for 39,423 acres on the Prakritik Kheti Portal. Additionally, a subsidy of ₹1.23 crore has been provided for the purchase of 493 indigenous cows, and ₹75 lakh has been disbursed to 2,500 farmers through direct benefit transfer for agricultural equipment.
Empowering Panchayati Raj Representatives
Under the National Gram Swaraj Abhiyan, a structured training program has been introduced for Panchayat representatives to educate them about government schemes. By March 31, 2025, all district councilors, Panchayat Samiti members, and Gram Panchayat Sarpanches will be trained. Plans are also in place to extend training to all Panchayat members in the next financial year.
Digital Transformation in Land Records
The meeting also reviewed the Haryana Land Records Information System under the Digital India Land Records Modernization Program. In 2024-25, over 10.71 lakh e-stamps have been issued, generating ₹11,043.92 crore in revenue. Additionally, more than 2.32 crore documents have been digitized.
Strengthening Rural Sanitation and Infrastructure
Haryana has declared 2,987 villages as ODF Plus Model Villages, with a target of 3,646 villages by March 2025. This initiative aims to eliminate open defecation while also implementing solid and liquid waste management programs.
