In a significant move to regulate land transactions and curb illegal colonies, the Haryana government has announced that acquiring a No Objection Certificate (NOC) will now be mandatory for exchanging, selling, gifting, or leasing vacant land under one acre. The government plans to implement this change through the Haryana Urban Area Development and Regulation (Amendment) Bill, 2026.
According to government sources, the amendment will ensure that any transaction involving plots under one acre in notified urban and rural areas is first verified through the Director of Town and Country Planning or an authorized official. The step aims to prevent illegal plot exchanges that often bypass regulations but functionally act as sales transactions.

The government has observed that small land exchanges are sometimes misused to later acquire larger or more valuable plots in notified areas. While these transactions are technically classified as land exchanges, they indirectly bypass legal sale procedures, causing revenue loss and encouraging unregulated colonies.
By including these transactions under stricter provisions, the Haryana government aims to protect landowners, ensure transparency, and maintain regulatory compliance in the state’s urban planning framework. Experts say this move could also stabilize the real estate market and safeguard the interests of genuine buyers.
The NOC requirement will apply to all plots under one acre across Haryana, making it a legal prerequisite for registration of any land transfer. This reform is expected to deter speculative practices, reduce illegal colony development, and strengthen governance in the real estate sector.
