Home Affairs Committee to discuss crimes against children and Centrally Sponsored Schemes in northeastern states at its September 23 meeting.
The Home Affairs Committee is scheduled to meet on September 23 at the Parliament House complex, with crimes against children and the implementation of Centrally Sponsored Schemes in the northeastern states set to be among the key subjects of discussion.
The meeting will be conducted in two sessions, with officials from the Ministry of Law and Justice and the Ministry of Development of North Eastern Region (DoNER) expected to brief the panel on the respective agenda items.
Two Sessions Planned for September 23
The first session of the Home Affairs Committee is scheduled to begin at 11 am. During the meeting, representatives of the Ministry of Law and Justice will present their views on the issue of “crime against children.”
The subject covers an important area of law enforcement and child protection, with the committee expected to examine information and inputs provided by the ministry.
The second session will begin at 2 pm and will focus on the implementation of Centrally Sponsored Schemes in the northeastern states. Officials from the Ministry of DoNER are scheduled to brief the committee on the progress and implementation of these schemes.
Officials to Brief the Parliamentary Panel
Officials from the two ministries concerned are expected to attend the respective sessions and provide information to the committee members.
Agenda documents for the meetings have already been circulated among the members. The Rajya Sabha Secretariat has also requested members of the panel to attend the scheduled proceedings.
The discussions are part of the parliamentary committee system through which department-related standing committees examine issues and seek detailed inputs from government ministries and departments.
Who Heads the Home Affairs Committee?
The Home Affairs Committee is chaired by BJP Rajya Sabha MP Dr. Radha Mohan Das Agrawal. The panel has 31 members, comprising 21 members from the Lok Sabha and 10 from the Rajya Sabha.
The Rajya Sabha representation includes members from several political parties, including the BJP, Congress, Indian Union Muslim League, Trinamool Congress, Shiv Sena (UBT), Aam Aadmi Party and RJD.
The Lok Sabha side also includes members from multiple parties, including the BJP, Congress, TDP, NCP (SP), DMK and Shiv Sena (UBT).

Focus on Crimes Against Children
The first session will place the issue of crimes against children before the parliamentary panel. The Ministry of Law and Justice is scheduled to share its views with the committee.
The discussion is expected to provide committee members an opportunity to seek information and examine issues connected with the legal framework and institutional response to crimes involving children.
Northeast Schemes Also on the Agenda
The second major subject before the Home Affairs Committee will be the implementation of Centrally Sponsored Schemes in northeastern states.
The Ministry of Development of North Eastern Region will brief the panel during the afternoon session. The discussion will focus on the implementation of such schemes across the northeastern region and related matters.
The committee has previously examined issues concerning the Ministry of DoNER. In March 2026, it presented its report on the Demands for Grants (2026–27) of DoNER, alongside its report on the Ministry of Home Affairs.
Parliamentary Standing Committee System
Department-related Parliamentary Standing Committees examine the work of ministries and departments and consider matters referred to them under parliamentary procedures.
There are 24 such department-related standing committees covering different areas of government. The Home Affairs Committee functions under the direction and control of the Rajya Sabha Chairman, along with seven other committees, while the remaining 16 operate under the direction and control of the Lok Sabha Speaker.
The September 23 meeting will bring together committee members and ministry officials for discussions on two separate subjects—crimes against children and the implementation of Centrally Sponsored Schemes in northeastern states.
