Minister Krishan Lal : To accelerate rural development, Panchayati Raj Institutions are consistently undertaking development projects

Development and Panchayat Minister Krishan Lal Panwar said that Panchayati Raj institutions are consistently working on development projects to boost rural development. Over the past five years, Zila Parishad, Panchayat Samiti and Gram Panchayats have spent a total of Rs.5583 crore.
Minister Krishan Lal was interacting with the journalists here today.
Minister Krishan Lal Panwar said that under the 15th Finance Commission, Zila Parishad, received Rs. 460.76 crore, Panchayat samitis received Rs. 691.14 crore, and village panchayats were allocated Rs. 3455.13 crore. Out of this, Rs. 2689.91 crore, or 58.4 percent, has been spent on development projects so far.
He said that during the year 2020-21, Rs. 1264 crore was allocated, out of which Rs. 229.36 crore was spent. Similarly, in the year 2021-22, Rs 467.50 crore was allocated and an amount of Rs. 340.71 crore was spent. In the year 2022-23, Rs. 660.96 crore was allocated, out of which Rs. 233.15 crore was spent. At the same time, out of Rs 1150.49 crore, Rs 763.79 crore was spent in the year 2023-24. In the year 2024-25, Rs.1064.08 crore was allocated by the 15th Finance Commission and an amount of Rs.1122.90 crore has been spent. In total, Rs.4607.02 crore were received in five years, of which Rs.2689.91 crore were utilised for development, added the Minister.
Development and Panchayat Minister Krishan Lal Panwar further said that of the data of the State Finance Commission, an amount of Rs. 347.29 crore was allocated to the Zila Parishad, Rs. 526.13 crore to Panchayat Samitis and Rs. 2654.46 crore for Gram Panchayats, out of which a total of Rs 2894.06 crore i.e. 82 percent amount has been utilised by the three Panchayati Raj Institutions.
He said that during the year 2020-21, Rs 254.61 crore was allocated by the State Finance Commission, out of which the entire amount of Rs 254.61 crore was spent. Similarly, Rs. 1100 crore was allocated in the year 2022-23, out of which Rs. 478.13 crore was spent. At the same time, in the year 2023-24, Rs. 844.80 crore was spent out of Rs 1521.42 crore. He stated that in the year 2024-25, Rs. 651.85 crore was allocated and an amount of Rs. 1316.52 crore has been spent. Over five years, Rs. 3527.88 crore were allocated, with Rs. 2894.06 crore spent on rural development.
*Directions to the officers to spent central and State government funds on rural development work within 3 months*
The minister emphasised that officers have been directed to ensure that funds received from the central and state governments are utilised within three months. If funds remain unspent, accountability will be fixed for the concerned officers and employees. He also said that a total of Rs. 2608.46 crore has been released under the Haryana Rural Development Fund and the Haryana Rural Development Scheme since November 2019.
*1,000 villages to get Mahila Sanskritik Kender*
Minister Krishan Lal Panwar said that the Panchayat Department has taken key development initiatives, including constructing boundary walls, paving roads, and building sheds in cremation grounds and cemeteries. Besides this, e-libraries will be set up in 1,000 villages, and 2,200 ponds are being renovated in the first phase. Plans are underway to establish open gyms in 250 villages and pave roads in 1,000 villages.
As part of a new initiative, ‘Mahila Sanskritik Kender’ will be opened in 1,000 villages, providing a space for women to engage in activities like ‘kirtan’ (singing devotional songs), said the Minister.
