Uttarakhand completes 1 year of UCC; CM Dhami says positive public response, 24x rise in marriage registrations, gender equality & legal safeguards strengthened.
Uttarakhand Chief Minister Pushkar Singh Dhami’s leadership has made the state the first in India to implement the Uniform Civil Code (UCC). The UCC was a key promise made by the ruling party during the 2022 assembly elections, and upon assuming power, the government fulfilled this commitment. On January 27, the UCC will complete one year since its implementation in Uttarakhand.
The Uniform Civil Code was officially enforced in the state on January 27, 2025. Chief Minister Dhami remarked that the public response to UCC has been overwhelmingly positive. Citizens are actively coming forward for registrations, reflecting growing awareness about the benefits and protections provided under this law.
Significant Increase in Marriage Registrations
Since the implementation of UCC, marriage registrations in Uttarakhand have seen a remarkable 24-fold increase. The law has heightened public awareness, encouraging more people to register their marriages. CM Dhami had announced the decision to implement UCC during his first cabinet meeting, and following all necessary formalities and public consultations, the law was formally enacted.

The Chief Minister emphasized that this historic decision promotes social justice, gender equality, and equal rights. The UCC aligns with Article 44 of the Indian Constitution and ensures that all citizens, especially women, receive equal rights and respect. Key provisions under the law cover marriage, divorce, inheritance, and live-in relationships, addressing issues across all communities.
Marriage Registration Statistics Post-UCC
The law also sets the legal age for marriage for men and women and provides standardized procedures for divorce across all religions. Women have been particularly benefited as the law curbs practices like polygamy and halala. Since the implementation of UCC on January 27, 2025, until July 25 of the same year, more than 300,000 marriages were registered in Uttarakhand. Comparatively, under the older act in 2010, the total number of registered marriages by January 26, 2025, was just over 330,000. The daily average of marriage registrations has increased significantly—from 67 per day under the previous law to 1,634 per day after UCC implementation.
CM Dhami highlighted that the UCC has strengthened legal safeguards for citizens, encouraged formal marriage registrations, and promoted transparency and equality in social and family matters. This progressive step reflects the state government’s commitment to ensuring justice, gender parity, and equitable civil rights for all.
