CM Bhagwant Singh Mann-led Cabinet approves world-class Sri Guru Teg Bahadur University, govt college recruitments, and Industrial & Business Policy-2026.
In a landmark decision aimed at boosting higher education, industrial growth, and governance reforms in Punjab, the Cabinet led by CM Bhagwant Singh Mann on Saturday approved the establishment of a world-class university in honor of Sri Guru Teg Bahadur Ji at Anandpur Sahib. The new institution, Sri Guru Teg Bahadur University, is expected to become a premier center for higher education and research in the state.
At the Cabinet meeting chaired by CM Bhagwant Singh Mann, the government also approved the recruitment of 1,158 Assistant Professors and Librarians in government colleges, along with the Industrial & Business Development Policy–2026 under the “Punjab Udyog Kranti” initiative.
Sri Guru Teg Bahadur University to Set New Standards in Education
The Chief Minister’s Office (CMO) confirmed that the Cabinet approved the draft Bill for the creation of Sri Guru Teg Bahadur University, authorizing CM Bhagwant Singh Mann to take all necessary steps for its timely establishment. The university is designed to provide world-class education and research facilities, attracting students and faculty from across the country and abroad.
Industrial & Business Development Policy-2026
The Punjab Cabinet, under the leadership of CM Bhagwant Singh Mann, also gave the green signal to the Industrial & Business Development Policy-2026. This comprehensive policy includes sector-specific plans, fiscal incentives, employment generation strategies, and infrastructure strengthening. It aims to encourage emerging industries, boost investment, and position Punjab on a high-growth economic trajectory.
Sports Reservation Policy and Educational Reforms
To streamline reservation for sportspersons in government jobs and admissions, the Cabinet approved a new policy. Under the revised system, 75% weightage will be given to achievements in sports, while 25% will depend on performance in entrance exams. This ensures fairness and transparency in the recruitment and admission process.

Strengthening Health Services
The Cabinet approved an amendment in the Punjab Health and Family Welfare Technical (Group-C) Service Rules, 2016, allowing Diploma in Pharmacy holders to apply for pharmacist positions. This decision strengthens the state’s healthcare system and enhances access to quality medical services.
₹1 Crore Ex-Gratia for Martyr Home Guard Ashok Kumar
In a humanitarian move, the Cabinet approved an ex-gratia grant of ₹1 crore for the family of Punjab Home Guards volunteer Ashok Kumar, who died in the line of duty in Gurdaspur. CM Bhagwant Singh Mann praised his sacrifice and recognized his contribution to safeguarding the state’s unity and sovereignty.
Recruitment, MICE Projects, and Multi-Purpose Structures
The Cabinet also approved recruitment for 1,158 government college posts, including 1,091 Assistant Professors and 67 Librarians, through the Punjab Public Service Commission (PPSC). Furthermore, a world-class MICE (Meetings, Incentives, Conferences, Exhibitions) project and multi-purpose structure were approved to promote commercial, scientific, educational, and governmental events in Punjab.
Policy Amendments and Property Rationalization
Other key approvals include amendments to the Medicity Policy-2014, rationalization of GLADA property prices, allotment of educational plots by GMADA for K-12 and senior secondary schools, and revisions to Punjab Civil Services Rules regarding family pensions for dependent disabled siblings of government employees.
Modernizing Prisons with the Punjab Prisons and Correctional Services Bill, 2026
Replacing the over 130-year-old Prisons Act of 1894, the Cabinet approved the Punjab Prisons and Correctional Services Bill, 2026. The legislation aims to modernize jail administration and enhance security through advanced technology and equipment, ensuring a safer and more efficient prison system.
