Uttarakhand Chief Minister Pushkar Singh Dhami has taken a strict stance on irregularities found in the state’s family registers. In a high-level meeting, CM Dhami directed a statewide investigation to ensure transparency and accountability in family registration records.
Statewide Audit of Family Registers
The Chief Minister Pushkar Singh Dhami instructed that all family registers across districts be secured immediately with the respective District Magistrates to prevent any potential tampering. Additionally, CDO/ADM-level audits will be conducted to thoroughly examine the entries in family registers.
The investigation will cover records from 2003 to the present, aiming to identify irregularities that may have occurred in previous years. Anyone found using fake documents to register names will face strict departmental and legal action as per the rules.

Registration Rules and Procedure
Family register registration and duplicate services are governed under the Panchayati Raj (Maintenance of Family Registers) Rules, 1970. As per these rules, every family residing in rural areas must have its name recorded in the family register. The process for correcting existing entries and adding new names will now be made more strict and transparent.
CM Pushkar Singh Dhami clarified that the authority to register a name lies with the Assistant Development Officer (Panchayat), while the right to appeal rests with the Sub-Divisional Magistrate. Currently, family register-related services are also available through the Apni Sarkar portal.
Concerns Over Demographic Balance
The meeting highlighted concerns that unauthorized settlements in rural areas near state borders may have disrupted the demographic balance in some districts. To address this, the government has proposed amendments in the family register rules to make the process more robust.
Data from the Panchayati Raj Department indicates that in 2025, a large number of applications were received for family register services. Between April 1 and December 31, 2025, 2,66,294 applications for adding new families were received, of which 2,60,337 were approved and 5,429 were rejected due to incomplete documents or rule violations. Experts suggest that the rejected applications indicate potential fraudulent entries, prompting the government to strengthen the verification process.
Equal Enforcement Across Districts
CM Pushkar Singh Dhami ordered that the audit be conducted uniformly across all districts, including border areas, to avoid any bias or negligence. The process for entering names in family registers will be governed by a clear policy to be presented to the cabinet. The Chief Minister emphasized that tampering with official records will not be tolerated, and strict action will be taken against violators.
