Bhajanlal Sharma: Rajasthan is set to witness a transformative phase in governance and business facilitation, thanks to the proactive initiatives led by Chief Minister Bhajanlal Sharma. The state government has announced a comprehensive plan aimed at simplifying regulations and processes to boost both ease of doing business and ease of living for citizens and enterprises.
Under this initiative, the government will streamline critical sectors including land use, building and construction, labor, licensing, and public utilities. The simplification process will follow a phased approach, focusing on removing unnecessary compliance requirements while maintaining transparency and accountability.
Chief Secretary V. Srinivas has finalized the action plan, which includes studying successful models from other states, such as Andhra Pradesh’s mixed land-use system, to minimize procedural delays. The approach will ensure automatic approval for mixed-use developments unless explicitly prohibited, while clearly defining prohibited zones for smoother implementation.
Key Reforms for Businesses and Citizens
The action plan emphasizes optimal utilization of vacant land in industrial clusters, affordable housing for workers, and promoting public-private partnerships for infrastructure like waste management and fire safety systems. Amendments to building bylaws and fire safety regulations will align with global best practices while making height restrictions and setback provisions more practical.
Single-point contact nodal agencies will be appointed to issue all construction-related approvals, industrial cluster permissions, and health-related licenses, reducing red tape for investors. Additionally, all mandatory licenses for businesses will be listed to eliminate duplication, streamlining compliance.
Retail and commercial establishments could benefit from lifelong registration through deemed licensing, enabling 24×7 operations. Licensing for weighing and measuring equipment will be simplified through self-declaration mechanisms, while low-risk categories will be granted electricity connections based on self-certification, removing the need for field inspections.
Boosting Industrial Investment and MSME Growth
The state will strengthen its single-window system to reduce project approval timelines, prioritize high-impact sectors, and establish an integrated state-level directory for testing facilities available to MSMEs. A centralized digital repository of all sector-wise state laws, rules, regulations, and government orders will further enhance transparency and efficiency.
The recommendations from this initiative will be incorporated into a draft bill for approval, building on last year’s Rajasthan Jan Vishwas Act, which emphasized trust-based governance over punitive measures. The upcoming Rajasthan Jan Vishwas Act 2.0, announced in the 2026-27 state budget, will strengthen citizen participation and governance reforms, ensuring sustainable ease of living and business growth.
With Chief Minister Bhajanlal Sharma at the helm, Rajasthan is poised to become a model state where regulatory efficiency, citizen welfare, and industrial growth go hand in hand.
