VHP welcomes Amit Shah’s UCC target for 21 BJP-NDA states by 2029, calling it a major step toward gender equality and women’s rights.
The Vishva Hindu Parishad (VHP) has welcomed Union Home Minister Amit Shah’s statement that BJP-led NDA governments in 21 states are expected to implement the Uniform Civil Code before 2029. The organisation described the move as a significant step towards reducing gender inequality and discrimination.
Shah made the remarks during an interaction with reporters in Mumbai, where he discussed the achievements of the central government over the past 12 years and the BJP’s political journey under Prime Minister Narendra Modi.
Amit Shah Sets 2029 Target for UCC Implementation
According to Shah, BJP-led NDA governments in 21 states will introduce the Uniform Civil Code before the next Lok Sabha elections, scheduled for 2029.
Shah also highlighted the abolition of triple talaq, saying the move strengthened equal rights for Muslim women. He noted that the UCC has already been introduced in some states and expressed confidence that the remaining BJP-NDA-ruled states would move towards implementation before 2029.
VHP Calls UCC a Milestone for Women’s Rights
VHP national spokesperson Vinod Bansal welcomed Shah’s statement and said the Uniform Civil Code could help provide equal legal rights to a large section of women.
Bansal claimed that many women have been deprived of certain rights for decades and argued that a common legal framework could help address gender-based disparities. He also said the measure could strengthen protections for women and children.
In a post on X, Bansal described the proposed expansion of the UCC as an important development for advancing gender equality and reducing discrimination.

UCC Already Implemented or Underway in Several States
Bansal said the Uniform Civil Code has already been implemented in several states, while the process is reportedly underway in others.
He mentioned Goa as an example where a common civil legal framework has existed for a long period. He also referred to states such as Rajasthan and Maharashtra, among others, where discussions or processes related to UCC implementation are taking place.
However, the exact status and scope of UCC-related measures vary from state to state.
VHP Appeals to Non-BJP States
The VHP spokesperson also urged governments in states not ruled by the BJP to consider adopting the Uniform Civil Code.
Bansal argued that ensuring equal rights for citizens and strengthening the rights of women and children should be viewed as a responsibility of governments and public institutions. He said the issue should not be limited to political considerations and described equal rights as both a constitutional and administrative responsibility.
UCC Debate Likely to Gain Momentum
With the BJP-led NDA government setting its sights on expanding the Uniform Civil Code across its states before 2029, the issue is likely to remain a major subject of political and legal debate.
Supporters argue that a common civil framework can promote equality and uniformity in personal laws, while the implementation process remains subject to state-level decisions, legal considerations and political debate.
