Strengthening the governance system remains the core priority. The Dhami government plans to make all departments fully e-governance enabled in 2026, ensuring digital file systems, online services, and strict time-bound delivery of public facilities. Under the state’s zero-tolerance policy towards corruption, faster grievance redressal and accountability mechanisms will be strengthened to make the administration more transparent and citizen-centric.
Infrastructure Push: Roads, Rail and Air Connectivity
Improving connectivity across the hill state is central to the development agenda. Work on key projects — including the Char Dham All Weather Road, the Rishikesh–Karnaprayag rail line, expanded heli-services and new strategic roads in border regions — will be expedited. Large-scale promotion of polyhouses will empower farmers to grow vegetables, flowers and premium crops throughout the year. Subsidies, training, technical support and improved market linkage systems will be strengthened.
Under the Kiwi Mission, the state aims to position itself as India’s leading kiwi producer. High returns from kiwi cultivation, export opportunities and better market prices are expected to play a major role in making farming profitable. Along with kiwi, value chains for apple, pear, walnut and other hill fruits will also be developed.
The overarching goal is to double farmers’ income, curb migration and create stable employment opportunities in rural areas.

Tourism will continue to be developed as a major economic engine. Along with strengthening safety and modern facilities for Char Dham Yatra, the government will promote winter tourism, adventure tourism, eco-tourism and homestay models. Special efforts will be made to involve local youth and women in tourism-led employment and entrepreneurship.
Youth Employment, Skill Building and Transparent Recruitments
The Dhami government has reiterated its commitment to completely transparent, leak-proof and timely government recruitments. Private-sector job creation will be encouraged through support for startups, industrial investments, IT parks and skill development programs.
