Uttarakhand Cabinet approves equal pay for Upnal employees & contract regularization; key UCC amendments and tourism updates announced.
Dehradun: Under the chairmanship of Chief Minister Pushkar Singh Dhami, the Uttarakhand Cabinet held a significant meeting on Thursday in Dehradun. The session, which addressed 19 proposals, focused on major policy decisions affecting government employees, especially Upnal and contract workers.
The Cabinet discussed extending the cutoff date for granting equal pay to Upnal employees and regularizing contract employees. Key approvals were also given for amendments to the Uttarakhand Civil Code (UCC) and updates to the Uttarakhand Tourism Regulations.

Key Decisions for Upnal Employees
The government announced that Upnal employees who have completed 10 years of service under the equal work-equal pay policy will now be eligible for benefits, instead of the previous requirement of 12 years. Around 7,000–8,000 employees will receive these benefits, while remaining employees prior to 2018 will also receive separate entitlements. In the future, rehabilitation programs for ex-servicemen will be implemented through the Upnal framework.
UCC Amendments Approved
The Cabinet approved amendments to the UCC, which will be enacted via an ordinance. Under the new rules, marriage registration for couples married before January 2025 will now be completed within one year instead of six months. Additionally, the Registrar General will now hold the position of an Additional Secretary-level officer. Penalties will replace fines for delayed work submission to ensure accountability.
The Cabinet also approved changes in tourism regulations to promote sustainable development in the state. Health, forest & environment, and home departments received approvals for key proposals aimed at strengthening governance and public services.
