Uttarakhand CM Pushkar Singh Dhami transferred ₹33.22 crore to 3,848 beneficiaries under Mukhyamantri Swarojgar Yojana, empowering youth, artisans, and returning migrants through self-employment initiatives.
Uttarakhand: In a significant move to promote youth entrepreneurship and local employment, Chief Minister Pushkar Singh Dhami on Wednesday transferred ₹33.22 crore directly into the bank accounts of 3,848 beneficiaries under the Mukhyamantri Swarojgar Yojana. The scheme primarily targets returning migrant workers during the COVID-19 pandemic, young entrepreneurs, artisans, handicraft workers, and educated unemployed youth.
Addressing the beneficiaries, CM Dhami emphasized the state government’s vision of making Uttarakhand’s youth job providers rather than job seekers. “This scheme is a flagship initiative to curb outmigration, encourage reverse migration, and create employment at the local level,” he said.
Under the scheme, permanent residents of Uttarakhand are provided financial assistance through nationalized, cooperative, and regional rural banks for projects in manufacturing, services, and trade sectors. Manufacturing units can receive up to ₹25 lakh, while service and trade units are eligible for up to ₹10 lakh. Beneficiaries also receive a subsidy ranging from 15% to 25% of the project cost.

The scheme aims to include approximately 32,000 beneficiaries; however, over 35,000 have already benefitted, with more than ₹1,389 crore disbursed so far. These initiatives have generated around 64,966 new jobs, reflecting the scheme’s tangible impact on the ground.
Highlighting the government’s transparent and technology-driven approach, CM Dhami said, “The subsidies have been transferred directly to beneficiaries’ bank accounts, ensuring a corruption-free and efficient process. Mukhyamantri Swarojgar Yojana is not just a program but the foundation of a self-reliant Uttarakhand.”
The Chief Minister further outlined the government’s goal of promoting local entrepreneurship in every district, ensuring employment in every village, and providing work opportunities to every youth. He reiterated that the Uttarakhand government, in line with Prime Minister Narendra Modi’s Atmanirbhar Bharat mission, is committed to empowering young citizens through self-employment initiatives.
